[CED/CD/EAT] 20, 000 True Leaders by 2025: Arizona 4-H Strategic Plan

Dear Arizona Cooperative Extension 4-H Team,

Since May 2020 when the 20.000 True Leaders by 2025: Arizona 4-H Strategic Plan<https://extension.arizona.edu/sites/extension.arizona.edu/files/sgermann/20%2C000%20True%20Leaders%20by%202025%20Plan.pdf> was introduced all of us have been setting the groundwork for growth, despite COVID. Environment and culture will eat strategy for lunch, and COVID has proven that thoroughly. While our 2020 and 2021 have been informed by COVID, Arizona 4-H has needed to invest in program quality and growing the program so that more young people in our communities thrive, turning their sparks into mastery for today and into tomorrow. COVID has proven our need to be intentional in our investments.

When discussing the need for more volunteers (growing to 5,000) and youth (growing to 20,000 enrolled youth), I was challenged by a well-meaning colleague who asked "if this is so important, why hasn't this been done before?" I can't necessarily answer the why it hasn't been done, but I can answer that because it hasn't been done before means that we cannot continue to do our work as we always have. This means that everyone in the Arizona Cooperative Extension organization must think about how we work with, engage with, and support positive youth development efforts.

As the County Extension Director and 4-H county-based professionals (including FRTEP), I am asking for you to engage in your own strategic planning process, for 2021-22 4-H Year, and, planning through to 4-H Year 2025-2026. I have attached a strategic planning guide for you to establish targets for growth on three key indicators: volunteers, chartered 4-H clubs, and enrolled youth numbers. The goals are valued in that descending order. To achieve our youth engagement goals we must first build the foundation (volunteers and chartered club units). There are many opportunities for youth engagement (i.e. school enrichment, SPIN, Camp, etc.) that are incredibly valuable positive youth development experiences that I encourage you to consider as learning and engagement strategies.

Strategic Plan Development and Announcement Timeline
I will be in contact with each county team (CED, county-based 4-H professionals, and/or youth serving faculty in the county) to establish meetings (in-person or virtual) for an initial meeting, a review, and presentation.  I recognize there are many important 4-H programs that are quickly approaching i.e. Camp and Fair and we will work through the calendar together, but I see the overarching timeline as:


  *   April- May 2021                             Review Strategic Plan Worksheet

Meet with Jeremy Elliott-Engel, CED and county-based 4-H staff

                                                                        Complete SWOT

                                                                       Establish attainable goals

  *   June-July 2021                               Present draft goals to Jeremy Elliott-Engel

Edit, Revise, and Resubmit

  *   Fall 2021                                         Present goals to Extension Council, 4-H Leaders Council, and other key stakeholders
  *   October 2021                                Plan commences

4-H Program Fees Covered in 4-H Year 2021-22
**PUBLIC ANNOUNCEMENT WILL COME LATER THIS MONTH**

Arizona Cooperative Extension administration is excited to announce that program fees will be waived for all re-enrollment and new enrollments for youth in the 4-H Year 2021-2022.  The fees will be replaced with a one-time distribution that is equal to enrollments in 4-H Year 2019-2020.  Please see the attached memo from Arizona Cooperative Extension administration for more information.  Communication and press releases will be forthcoming, thus please use this information in your planning but hold off communicating publicly until public announcement.

How Far We have Come
The work cannot happen in your county alone and the groundwork has been laid at all levels of the organization in support of Arizona 4-H over the last two years. These outcomes do not reflect the hard work that comes with cleaning up messes, fighting fires, or responding to COVID. Below are the strategic plan goals, and supports-accomplishments that are in alignment with those goals.

Volunteers
Goal. Caring adults are provided continuing and ongoing professional development

     *   See Curriculum.
     *   Twice annual virtual volunteer training (first one in May 2021)
     *   Monthly volunteer newsletter
     *   Revision and update to the Arizona 4-H Volunteer Website
Goal. Caring adults reflect the demographics of Arizona

     *   Spanish language materials have been ranked and shared with Operations Team for translation
Goal. Financial barriers are removed for caring adults to provide service

     *   AZ4-HYF has committed annual investment in background check scholarships (details coming soon), will start 4-H Year 2021-2022.
     *   UACE Volunteer Systems continues to (re-)establish streamlined processes for screening<https://extension.arizona.edu/become-4-h-volunteer>.

Curriculum
Goal. Excellent research informed curriculum adapted for Arizona communities

     *   Great Eight Pathways to Participation is established to highlight the breadth the Arizona 4-H program supports.
     *   AZ4-HYF identified funding for a 4-H Curriculum Development person to ensure volunteers are provided educational materials.
     *   Hiring a Program Coordinator, State 4-H Events to support excellent learning experiences for 4-H youth.
     *   Arizona 4-H Project Task Force, mapping and identifying learning objectives of Arizona 4-H projects to inform material development.
     *   Over 40 peer-reviewed educational materials were developed by UACE 4-H professionals, publication is in process.
     *   Developing statewide educational opportunities like Arizona 4-H Summit, including Arizona 4-H STEM YOUniversity; and Engaged Citizens Event, Emerging Leaders Event.
     *   Ongoing efforts to support committee development and engagement (FCS, Horse, Dog, Shootings Sports, Livestock, JOLT, STEM, Camp)
Goal. A national leading positive youth development research agenda

     *   Annual writing retreat, and investment in faculty research and publication
     *   14 UACE 4-H professional presentations at the 2020 NAE4-HYDP Conference
Goal. Materials prepared to be responsive to cultural needs of all Arizona communities

     *   See volunteers
     *   Superb work by faculty and staff who are focusing on First Generation 4-H Members, indigenous, latinx, and LBGTQ+ youth.

Facilities
Goal. Arizona 4-H educational facilities are well maintained

     *   AZ4-HYF investments in Director Cabin, staff cabins, and
Goal. Arizona 4-H educational facilities are self-sufficient

     *   Hiring new director, to establish a 5 year business plan
Goal. Arizona 4-H educational facilities are maximized to support all Arizona youth

     *   Blue Ribbon Camp Panel established the goals and objectives of the Arizona 4-H Camp program
     *   Arizona 4-H Camping Committee established to guide the Camp Director.

Marketing
Goal. Effective marketing strategy implemented

     *   Arizona 4-H Branding Guide developed, universal Arizona 4-H graphics developed.
     *   Updated Arizona 4-H Annual report upgraded and shared with more stakeholders, including current 4-H families.
     *   Spanish and English brochures developed (4-H En Espanol is coming)
     *   Swag developed
Goal. Increase awareness of 4-H youth development experiences

     *   Arizona 4-H State Ambassador Program developed to have 4-H program exemplars ready to advocate on our behalf.
Goal. Position Arizona 4-H as the premiere youth outreach partner for all of The University of Arizona

     *   Increase in engagement with campus based faculty and staff in programming and grantsmanship.

Policy
Goal. Clear and effective unified policy and procedure

     *   Arizona 4-H Policy and Procedure, Volunteer Handbook, Family Handbook, Chartering & Financial Handling Handbook, Presidents and Vice Presidents, Treasurer, and Secretary Guides were all developed; travel guide.
     *   University of Arizona Cooperative Extension Youth Reporting Guidance established.
Goal. 4-H families, youth, volunteers and staff are aware of policy and procedure

     *   See volunteers
     *   All policy materials were mailed to every club in Summer 2020.
Goal. Annual review and feedback inform policy and procedure

     *   First annual, Annual End-of-Year Survey was conducted to assess program knowledge change, thriving indicators, and provide program feedback.

Financial Support
Goal. Increase long-term stable support for the Arizona 4-H program

     *   AZ4-HYF has staffed their organization with an Executive Director and Partner Relations Manager
     *   "Empowering Today's Youth" Special license plate bill
Goal. Increase private and corporate support of the Arizona 4-H program

     *   The AZ4-HYF Board has grown their annual giving goals from $60,000 to over $200,000 annually
Goal. Increase partnerships to expand the reach of the Arizona 4-H program

     *   The AZ4-HYF Board has diversified its trustee population across the great eight pathways to participation representation.
     *   Increase in grant development and submission.
Goal. Reduce financial barriers to young people to be able to participate

     *   See attached.

Employees
Employees are superbly trained in positive youth development principles

     *   At least, one annual in-service focused on positive youth development principles
     *   New 4-H employee orientation and mentoring program
Employees are increased to serve representative populations in Arizona

     *   Addressing 4-H agent vacancies (i.e. Cochise (Peter), Greenlee (AJSM), Coconino (Josh F.), Pima (Kalee), Navajo Co. (Meghan), Mohave, Yavapai, and Maricopa (current vacancies))
Employees are supported in their professional development

     *   At least, one annual in-service focused on professional development

There are numerous more wins at the club, county, and state level bringing positive youth development program quality to the youth, volunteers, and families in our communities. Thank you for your past work and thank you for the work ahead. For every reporting number there is a youth that has experienced the life-changing power of 4-H positive youth development, and an authorized 4-H adult who is able to invest in the future of Arizona. Together we are taking steps towards making #opportunity4all.
