<p class="MsoNormal">Since May 2020 when the <a href="https://extension.arizona.edu/sites/extension.arizona.edu/files/sgermann/20%2C000%20True%20Leaders%20by%202025%20Plan.pdf">
20.000 True Leaders by 2025: Arizona 4-H Strategic Plan</a> was introduced all of us have been setting the groundwork for growth, despite COVID. Environment and culture will eat strategy for lunch, and COVID has proven that thoroughly. While our 2020 and 2021
have been informed by COVID, Arizona 4-H has needed to invest in program quality and growing the program so that more young people in our communities thrive, turning their sparks into mastery for today and into tomorrow. COVID has proven our need to be intentional
in our investments. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">When discussing the need for more volunteers (growing to 5,000) and youth (growing to 20,000 enrolled youth), I was challenged by a well-meaning colleague who asked “if this is so important, why hasn’t this been done before?” I can’t necessarily
answer the why it hasn’t been done, but I can answer that because it hasn’t been done before means that we cannot continue to do our work as we always have. This means that everyone in the Arizona Cooperative Extension organization must think about how we
work with, engage with, and support positive youth development efforts. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">As the County Extension Director and 4-H county-based professionals (including FRTEP), I am asking for you to engage in your own strategic planning process, for 2021-22 4-H Year, and, planning through to 4-H Year 2025-2026. I have attached
a strategic planning guide for you to establish targets for growth on three key indicators: volunteers, chartered 4-H clubs, and enrolled youth numbers. The goals are valued in that descending order. To achieve our youth engagement goals we must first build
the foundation (volunteers and chartered club units). There are many opportunities for youth engagement (i.e. school enrichment, SPIN, Camp, etc.) that are incredibly valuable positive youth development experiences that I encourage you to consider as learning
and engagement strategies. <o:p></o:p></p>

For every reporting number there is a youth that has experienced the life-changing power of 4-H positive youth development, and an authorized 4-H adult who is able to invest in the future of Arizona. Together we are taking steps towards making #opportunity4all.
