Good morning, Jon,
You are correct, 100% grant funded positions are not affected by the freeze. However, we are working these on a case-by case basis so we can be sure to track new requisitions and document accordingly. I am working with Sam Gaxiola, Sr. HR Partner, to communicate the information directly to the recruitment team as to not cause delays. Any new requisitions should include myself and Carol Sather as College Reviewers so we can be sure the appropriate documentation is noted.

Hi Sonia,
Can you please confirm that the hiring freeze does not apply to positions that are funded 100% on extramural grants? Applying the freeze to such positions would place UA in a difficult position vis a vis externally funded agreements and deliverables. I also see no reason that 100% grant funded positions would be included in the freeze, because such funds cannot be applied to pay down the UA financial shortfall.
This specific point needs to be clarified for our team.

As we all know, the University has begun implementing the Financial Action Plan<https://www.arizona.edu/financial-updates>, and HR has provided guidance on hiring and compensation. There is a temporary hiring and compensation freeze for all employment categories through at least June 30, 2024. HR is currently working on developing an exemption/waiver process to address complex, mission-critical needs, including Cooperative Extension and grant funded positions. In the meantime, if you have questions regarding specific scenarios, please contact Sonia Jones, Coordinator, Personnel Operations and/or Sam Gaxiola, Sr. HR Partner. This process will be communicated out as soon as it is available.

As outlined in the action plan approved by the Arizona Board of Regents, all colleges and divisions are to institute temporary hiring and compensation freezes for all employment categories through at least June 30, 2024. We are currently developing exemption processes and will share more information as soon as it is available.
