This update from UA on Dec. 18 answers your question:
Positions that are 100% grant funded are not impacted by the hiring freeze.

> As we all know, the University has begun implementing the Financial Action Plan, and HR has provided guidance on hiring and compensation. Below are measures that we must adhere to, which are also posted to the new Financial Action Plan: Human Resources Guidance page.

HR is currently working on developing an exemption/waiver process to address complex, mission-critical needs, including Cooperative Extension and grant funded positions. This process will be communicated out as soon as it is available.

> • All active requisitions (job postings) in the Talent applicant tracking system will be placed on hold by the Division of Human Resources. Active searches may need to be placed on hold or ended depending on potential exemption decisions.
> • All requisition requests pending approval in Talent will not be approved by the Division of Human Resources.
> • In alignment with the HR Deadlines Before University Closure, only offer letters submitted in Talent by end of day today, Monday, Dec. 18, will be approved. After Dec. 18, offers of employment, either verbal or written, cannot be extended.
> • Compensation and pay changes, including those related to incumbent reviews, new Other Professional Services (OPS) or supplemental compensation decisions, retention offers, additional duties and off-cycle merit, will not be approved or processed. This includes anything currently pending with Compensation.
