Heads and Directors,
Here are my notes from the SPBAC meeting this morning.
I generally do not provide commentary with my SPBAC notes.
In this case I will make an exception to provide context for an ABOR document that was central to the conversation.

The first item you will encounter is a public ABOR document released on 12.12.23 and shared with SPBAC the day prior to the meeting.
In this document, ABOR proposes some sweeping financial management changes across all three universities (e.g., "elimination" of "highly decentralized budget systems" such as RCM and AIB in favor of "centralized financial planning").
As you'll see in my notes, the meeting ended with a successful "vote of confidence" in the recommendations of the General Faculty Financial Recalibration Committee.
These recommendations are less about sweeping changes and more about thoughtful adjustments to our financial activity.
As the process to "replace" or "adjust" AIB evolves, I will work with leadership to ensure input directly from heads and directors across campus.

  1.  Pre-Meeting ABOR Document ABOR "University Financial Oversight Enhancements and Expectations".
     *   This is a public document released by ABOR on 12.12.23. It was provided to SPBAC members prior to the meeting.

                                                              i.     See attached

     *   The document addresses financial management changes expected across all three universities.
     *   It should be noted that these are ABOR "proposals" that will likely be voted on soon by ABOR for adoption.
  1.  Strategic Initiatives Fund 2019-2024 (Presentation by Jane Hunter, VP, Strategic Initiatives)
     *   General BUDGET summary of SIF from 2019-2024.

  1.  General Faculty Financial Recalibration Committee (Presentation by Dr. Gary Rhodes, Chair)
     *   Review of the recommendations of the committee.
     *   Discussion of the recommendations.
     *   Two documents listing the specific recommendations were made available after the meeting.

  1.  Additional Data Analysis (Presentation by Dr. Price Fishback, SPBAC member)
     *   Presentation of trends in employee FTE (admin, t/te faculty, career track faculty, staff)

  1.  Vote of Confidence in General Faculty Financial Recalibration Committee Recommendations
     *   A motion was made for a "vote of confidence" in the GFFRC recommendations.
     *   The motion passed.
     *   The intent is for the SPBAC vote in support of the GFFRC recommendations be relayed to President Robbins prior to his address to ABOR later today.
  2.  Additional Notes and Documents
     *   Merit Aid Models

                                                              i.     This document provides a review of the proposed options for reducing costs in merit aid.

           *   See attached.

                                                             ii.     This was a follow-up document for a previous meeting and was not presented at this SPBAC meeting, though it was referenced many times as one element of a plan for reduction of spending overall.
