I'm including three templates:
1.       One-page brief (this is the primary template as it should succinctly describe the project/program/infrastructure proposed; feel free to modify to fit your needs, but do keep the second page metadata intact)
2.       Quad chart (if you have a project that may be particularly well suited for a defense department sponsors, including DoD military branches, BARDA, etc. please include the one-pager as well as a quad chart; otherwise, just the one-pager is fine)
3.       Metadata template (for use if you are submitting a prepared specific aims page or similar; please append to page two of the specific aims page)
Please consider the following categories as broad interest areas that we are currently collecting material for potential supplemental appropriations and stimulus ideas:
1.       Opportunities for Additional R&D and Related Activities Specific to COVID-19 Response and Recovery
a.       R&D Funding
b.       Infrastructure to enable R&D
c.       Manufacturing, including Manufacturing USA, MEP, and other programs/activities that may help address supply chain, rapid drug/vaccine/PPE manufacturing, and other domestic manufacturing for near-term response and recovery
2.       Near-Term Response to COVID Impacts on the larger Research Enterprise
a.       Supplements to Existing Grants
b.       Needs for currently operating facilities and facilities currently under construction
c.       Scholarships/Fellowships to keep STEM students in the pipeline through the economic crisis
3.       "Shovel-Ready" Research Infrastructure
a.       Federal Facilities Maintenance and Construction (e.g. modernizing NIST, DOE labs, and NASA Center facilities)
b.       Mid-scale projects (instrumentation and facilities in the approx. $10m-$100m range)
c.       Large new construction projects- including significant upgrades
d.       University research labs modernization
4.       Long-term Economic Stimulus/Recovery
a.       Funding for new grants and cooperative agreements (do we constrain or prioritize topics in any way, e.g. economically critical areas?); If you propose in this category, please make an effort to address the sustainability challenges and lessons learned from ARRA
b.       STEM Workforce Development
c.       Manufacturing - security and stability of US manufacturing capacity and supply chain over the long term.
