[Faculty] Restarting Research

Dear CALS Faculty,

The University is developing a phased research restart plan that will gradually ramp up research across campus and at our remote research sites.  Attached are three documents of relevance to this process:

1. Memo from Betsy Cantwell
2. DRAFT Research Restart Plan
3. Resuming Research Survey

The Memo provides general overview information about the process for restarting research, highlighting that this will be a gradual process based on local health conditions and institutional capacity.

This initial draft of the Research Restart Plan presents six phases of research activity based on a variety of defined criteria.  Presently we are in Phase 1, though some aspects of essential research waivers provide for activities described in Phase 2.  I urge you to review this document, though I emphasize that this is just the first draft  with a second revised draft expected by Friday. I am sharing this with you for information purposes and to ensure transparency during the restart plan development process.

The Resuming Research Survey  provides a checklist that all laboratories and field sites will need to complete and have approved through your Unit Head, the College and the University Research Office.  This document will supersede past mitigation plans, temporary lab closure forms and essential research waivers. Should local conditions related to COVID-19 infections worsen once we move to a less restrictive phase, we will revert to these approvals as we move back to a more restrictive phase.

PRINCIPLES:  Personal Responsibility will be a primary mechanism for ensuring safety and our ability to ramp up and maintain our research activities over the next weeks and months. it is in everyone’s best interest to abide by the guidelines as they are communicated because an infection outbreak at one or more research locations on campus will set back the research efforts of everyone at the University.

TIMING:  I anticipate that almost final drafts of the Research Restart Plan and the Resuming Research Survey checklist will be available by early next week. It's  reasonable to anticipate an announcement sometime next week about moving to the next less restrictive phase, likely Phase 3 of the Research Restart Plan.

PROCESS: All laboratories will be required to complete a Resuming Research Activity checklist, regardless of any previous waivers that might be in place.  There will be no disruption to research as we move to the next phases of research activity. Detailed information regarding required social distancing methods, PPE and other workplace modifications will be available along with the announcement that we are proceeding to the next less restrictive phase for research.  I anticipate holding a research town hall to discuss the new guidelines as well as the new checklist approval process.
