Dear Dr. Silvertooth,
During your summer 2019 meeting, the Western Extension Directors agreed to support the Western Extension Leadership Development (WELD) Program in providing leadership development for our Western Region Extension faculty and staff. The WELD Program, which began with WELD I in 2001, provides a 15-month program requiring a strong commitment and follow-through on the part of program participants, and I would request for you to encourage your state’s participation in the upcoming WELD XI Program.
Specifically, we request that you advance the names (if appointed) or applications (if chosen by application) of the Interns you have chosen to participate in WELD XI to the WELD XI Planning Committee by 5:00 pm PST on April 2, 2021.
The WELD Program guides and assists participants in learning and applying leadership skills in their Extension work. Specific objectives include:
· Participants will develop awareness and appreciation of their own and others' leadership styles and learn to apply appropriate techniques in working with diverse individuals.
· Participants will develop skills and enable themselves and others to develop, articulate, and implement organization/group direction.
· Participants will develop skills to effectively implement planned change.
·
Participants will develop skills to enable others to work together effectively.
The WELD XI Program will contain four sequential learning experiences:
· A virtual session will be held via Zoom on May 26, 2021 to introduce WELD XI Interns to each other and Planning Team members, and to explain the purpose for and specific components that contribute to effective Innovative Project learning experiences. Interns will then develop and begin to implement their Innovative Projects with direction and leadership from the WELD XI Planning Team, their Extension Directors, Program Leaders and Supervisors.
· Interns will conduct a leadership self-analysis and then participate in a leadership inventory assessment to illustrate their strengths and challenges in organizational leadership, and the roles they are best equipped to perform in group projects and other settings. Participants will then consider, articulate, and prepare a personal plan for developing and utilizing their leadership skills in their Innovative Projects and Extension assignments. Pre-assessments and leadership inventories will begin in mid-summer of 2021.
· The first Seminar of WELD XI will be held in Kalispell, Montana on September 20-23, 2021. The seminar will include topics such as: review, discussion, and practical application of leadership inventories; recognizing leadership styles and using them to articulate personal and organizational visions and directions; motivating others to take action and facilitating change; working together through teams; effective communication; justice, diversity, equity and inclusion in Extension; and mentoring.
· WELD XI Seminar 2 will be held in May 2022 at a location to be determined. During Seminar 2, WELD participants present the results of, or progress on, their innovative projects to the entire group, including the WELD XI Planning Committee. Additional training sessions will be delivered in such topical areas as empowered leadership, essential facilitation skills, ethical decision making, conflict management, and other topics identified as useful by both WELD XI and previous WELD participants.
Last year, we were forced to conduct WELD X - Seminar 2 virtually because of travel and gathering restrictions due to COVID-19, and in an assessment of WELD X by WELD Interns, almost half of the Interns requested the chance to meet together in Kalispell (the original location planned for a face-to-face WELD Seminar II) for a FINAL WELD Session. The Planning Team would like to honor the Interns’ request and are planning at least one day (probably the 23rd) of the WELD XI - Seminar I as a “professional development day” and inviting (and supplementing the travel costs for) the WELD X Interns to join us. We are inviting speakers such as Dr. Dan Clark, Dr. Wes Alford, and a panel of experts to talk about and lead Intern discussions on JEDI (Justice, Equity, Diversity and Inclusion). Additionally, we have asked the WELD X graduates to design a process for previous WELD Interns to mentor current WELD Interns as they journey through their Leadership Development Program. We have recently received a SARE grant for $10,000 to supplement the travel expenses for WELD X graduates to attend this Professional Development Day.

Directors agreed to support at least one and hopefully two or more participants per state in the upcoming WELD XI program. The fee of $1600 per participant includes registration for the WELD XI Program, pre-seminar activities, seminar leadership activities and presentations, communication, a welcome reception during Seminar I, a graduation celebration during Seminar 2, and all follow-up materials and resources. This fee does not include travel to the seminar locations, lodging, and some meals. Additionally, because of planning and budgetary considerations for the WELD XI Program, this fee is non-refundable once an individual begins the program. However, if needed, states may substitute intern participants providing the leadership inventory instrument can be administered prior to Seminar I. Once applications are accepted by the WELD XI Planning Committee, each state will be invoiced for the fee of $1600 per participant.
We request your assistance in identifying your state’s WELD XI participants and encouraging their involvement in order to promote leadership development in Extension in the Western United States. We also encourage you to consider applications from both County Extension Faculty and Extension Specialists from your state since this mixed involvement enriches WELD participants’ discussions and interactions.
