[download-2]Legislative leaders picked April 13 as the date to reconvene largely because that's the Monday after JLBC will have completed March revenue projections and lawmakers will have an idea of how state finances stand, Fann said. Still, they also left themselves a lot of leeway in crafting the motion, allowing Fann and Bowers to call lawmakers back earlier in case of an emergency the Legislature needs to address or later if multiple lawmakers fall ill and returning to work isn't safe. When lawmakers do finally return to the Capitol, the bills and budget spending that they worked on before the virus hit may not return, she said. "We know that there were a lot of things that people worked very hard on, bills and things they wanted in the budget, but we have to realize that we have revenues that are falling quickly because people aren't working, people aren't buying cars and all those big ticket items," she said. "We have a lot of money that is now going out." Shope said he had initially called for not picking any date to return, citing the uncertainty of the situation, before he realized that lawmakers are required to pick a return date unless the Legislature adjourns sine die. While he's still unsure if lawmakers will actually return on April 13, he wants to leave open the possibility that lawmakers might need to pass a beefed up aid package. At this time, he said the Legislature "has done its job and given the governor ... the financial tools to tackle this." He said leadership on his end hasn't explicitly discussed the conditions under which the session would resume, but that he thinks the odds would go up if the CDC's guidance discouraging assemblies of more than 10 people were lifted. "That would be a huge one, especially as it pertains to the remote voting aspect," he said.
