Subject: Notes from "Financing the Mission with Lisa Rulney" 6/17 Meeting

Below please find my notes from the meeting held yesterday. The issues were partly brought up by Lisa Rulney and partly brought up by participants (senior business officers).

Financing the Mission with Lisa 20200617

Issues of Confusion that Lisa Rulney addressed:
1.       "Enrollment projections are increasing so why are we still projecting a Net Tuition Revenue (NTR) loss?"
o    Enrollment Management Team is seeing better enrollment than anticipated. However, the TYPE of students interacting with the UA systems are students who have very high financial need and very high merit aid, so we could potentially end up with the same class size (enrollment) and have an increased financial burden (the mix and type of student for NTR purposes)
2.       "UA is doing furlough/furlough-based salary reduction as a way of not doing layoffs, but I am hearing layoffs are happening".
o    Layoffs are a tool that units have always had in their toolbox to use with budget issues, there is just not an institutional layoff directive (ex: "x% FTE need to be reduced"). If a department/college feels they need to use the layoff "tool", they can.
3.       "FY21 is two weeks out - what % decrease do we use when budgeting FY21?"
o    Senior Leadership Team (SLT)'s goal is to share first round of FY21 budget by mid-July. It will still be preliminary because NTR and the mix of students will not fully be known until 21st day census. Initial FY21 allocations will be done based on first round of FY21 budget, then there will be a "true up" after 21st day numbers are know.
o    No percentage was stated, other than the 4% that was messaged out in January 2020 was based on a "lookback" of NTR and now the model has a $25M decline... so 4% is no longer enough.
4.       "Faculty asked to submit choice of teaching modality and press conference reiterating employees and students can choose if they want to come back, yet Provost guidance is 50% of major's coursework needs to be in person".
o    Lisa Rulney agreed that inconsistent messaging is floating around and SLT is working to streamline messaging.
5.       "6 feet (2 meter) social distancing measurement in all forms of world-wide COVID-19 social distancing communication, yet UA re-entry plans are discussing 1 meter distancing for classrooms. Do we know something different than the rest of the world?"
o    Provost told Optical Sci that the 1 meter is due to airflow issues and rationale that it is enough space if everyone is masked for only 50 min. This answer did not sit well.
6.       What is the SOP to handle a COVID-19 positive employee?  HR is telling people to contact Campus Health, however, protocol from campus health  is to contact Facilities Management.
o    No real answer other than there is an idea being floated to have a single point/triage group (outside of HR, Campus Health, and Facilities Management, etc.) that is the front line for us to call and they would give you next steps based on the situation. However, this has not been fully created yet.


Other Topics:
1.       The current RCM model has enrollment growth calculated; not enrollment contraction. A new RCM model coming out in next few days to address this. In mid-July, when the FY21 budget is presented the new RCM model will then be updated.
o    In "BO speak" - There is a column for FY20 impact, then column for furlough/salary savings, then projection for FY21, then a delta for each unit. After summing all of those, we will have projections for FY21 for our unit. Right now OBP is finishing the inputs.
2.       SLT is working on modeling for a worst case scenario (meaning UA being fully online).
3.       Reminder that "self truths" will fill in the gaps when there is lack of information and/or conflicting information.
4.       Residence Life moving forward with students picking rooms. Portal opening next week for all students who submitted a housing application by April 1st. They are reducing capacity slightly (converting doubles to singles in anticipation of increased demand of singles), which is anticipating 6,500 students rather than standard 7,000.
5.       Babcock taken out of Residence Life rotation as a dorm. This still slated for isolation dorm for COVID-19 students who test positive. Office space within Babcock are not being relocated because no contamination concern due to airflow and proximity of sick students.
o    However, there has not been communication to employees who are stationed in Babcock and this is concerning for their College (COH).
