[CED/CD/EAT] Phase Management

CEDs & EAT,

I appreciate the opportunity to discuss phase management among all county units in the Cooperative Extension System today.  Your input is important in the decision making process.

Based on our discussion today, I believer we agreed on the following for our phase management approach as of 1 December, which will be subject to change based on changing conditions and further review:

No movement forward for phases now, but allowing for phase changes to lower levels, and then a broad Phase 1 or 0 application for all units (depending on CED recommendation) from 16 Dec. through mid-January, or until we reconvene and see the updated data for January 2021.

For any unit requesting a phase transition to a lower level at this time, it is approved.

All other units will be held at the current phases until 15 December.

All units should be preparing for a step-down in phase conditions on 15 December through mid-January.
