[CED/CD/EAT] ALVSCE merit process

EC will review all merit requests this Monday.  Thank you for the time and effort you and your staffs have spent on this.  I'd also like to thank Mary Carroll and KC Armenta from my office, and Carolyne Greeno and Glenda Thompson from Extension, for their work.

Three academic units submitted more than 25% of employees for increases.  After internal review and discussion, requests greater than 25% of employees were returned and asked to be prioritized.  This process is about recognizing the highest performing individuals in the unit.  This also comports with the Unit Head request to set aside 18.5% of funds for merit, and with the authorization we received from HR and Provost to continue this process.

All Extension units were within the 25% threshold and no further action is required.  Think it is important to share this part of the review process.
