[CED] Visioning Group Document - for future stakeholder input

Hello CEDs,

On behalf of the CED Visioning Group, I have attached a DRAFT 
document that we have produced for the discussion (focus) group 
process in each county.  We will be using this process at the 
CED/HODs meeting next week to see how it flows and to get input from 
the group.  At this point, this document is for your review, and you 
will be able to give input following our activity on Thursday morning.
