I got a few more details that I'd like to share:
1) Since we're using the UAV for film production, it takes us out of the realm of "hobbyist" and into "commercial/photographer". In the FAA's eyes, "commercial" and "photographer" are synonymous. It would be interesting to see if we could fight back on this, being a not-for-profit University.
2) As I understand it, if we were a hobbyist, we would not need to file a registration, as we could fly legally under 200ft and under 55lbs. (Rick, I think you were going to try to get confirmation from OGC on this).
3) Since we're not considered hobbyist (but a "photographer"), the current plan is to register the UAV as an FAA aircraft. This is the same registration process as registering a plane. CALS' Dean of Finance and Administration is going to look this over and see if the owner can be the operator and not a signee of the University.
Once this registration goes through, CCT will apply for a COA, listing the FAA # on the COA registration. We've already sent in our Section 333<https://www.faa.gov/uas/legislative_programs/section_333/> for the area we want to film, which required no signature.

We're in the process of registering a UAS for video production. We're wondering who should be the registered "owner". Should it be the operator/purchaser, or someone with some CALS/UA signing authority? Has anyone gone through this process?
