Job Description

The Utah School and Institutional Trust Lands Administration (SITLA) seeks a Rangeland Resources Manager to oversee the Trust Lands Administration's livestock grazing program in the northern area of the state.  This position will report to an Assistant Managing Director of the administration's Surface Resources business group.     
   
Roles and Responsibilities:
      
      - Grazing Managment: Oversee and manage the agency's grazing program for the northern region.  Includes administering existing livestock grazing permits, new permit applications, assignments, renewals, nonuse applications, collateral assignments, sublease applications, and competitive bid applications.  Manage trust lands grazing allotments to achieve sustainable range conditions.
      - Range Improvement Program:Coordinate range improvements with permittees and other stakeholders, review applications, recommend appropriate vegetation treatments and seed mixes, contract projects, coordinate cultural resource surveys, and complete public notices.
      - Small Forest Product and Wildland Seeds Sales: Process sales of small forest products and wildland seed.
      - Noxious Weed Program: Coordinate with county weed supervisors on the treatment of noxious weeds on trust lands.  Conduct treatment of noxious weeds and attend appropriate cooperative weed management area (CWMA) meetings.
      - Land Stewardship: Coordinate land stewardship efforts to maintain, repair, protect, and enhance the value of the Trust's land assets.  Identify opportunities for stewardship projects and coordinate project planning, equipment needs, supplies, contracting, in-house assistance, and volunteer needs to carry out the project.
      - Wildfire Rehabilitation:  Coordinate wildfire rehabilitation efforts with state and federal agencies and other stakeholders.
      - Government and Stakeholder Relations:Establish and maintain strong relationships with local government entities, federal and state agencies, and other stakeholders.  Represent SITLA in public meetings, local planning efforts, various committees, interagency work groups, and other similar capacities.  Monitor and review project and policy proposals that may affect SITLA.  Serve as a liaison between SITLA and outside entities to address concerns, provide input, and represent the interests of the trust beneficiaries.
      - Internal Coordination: Must be able to work collaboratively as part of a team to advance the mission of the Trust.  Coordination with other SITLA team members on land management issues, including lease managers and members of the Real Estate Development and Energy & Minerals business groups is a critical component of the Rangeland Resources Manager's responsibilities.
This position is typically based out of SITLA's Salt Lake City office, however applicants desiring to work out of the agency's field office location in Richfield will be considered. This position requires a considerable amount of in-state travel and field work combined with time spent in the office.   
   
Minimum Requirements      
      - Enthusiastic support of the Trust Lands Administration's mission to generate revenue for the Trust beneficiaries.
      - Knowledge and experience related to Utah water rights.
      - Knowledge and experience related to rangeland plant and noxious weed identification.
      - Experience working collaboratively with local government officials, state and federal agencies, and related stakeholders.
      - Ability to perform physically demanding field work, including inspections of remote locations by 4x4, ATV/UTV or hiking in all weather conditions and seasons.
      - Understanding of the public land survey system (PLSS) and metes & bounds legal descriptions.
      - Experience working effectively in teams, to establish and maintain cross-functional and positive working relationships.
      - Excellent oral and written communication skills.
      - Excellent organizational and project management skills.
Preferred Qualifications      
      - Bachelor's degree in range management, natural resources, or closely related field.
      - At least five years' experience in range management is preferred but not required.

Physical Requirements      
      - Work requires physical exertion. May require the ability to stand; walk over rough surfaces; bend, crouch, stoop, stretch, reach, lift moderately heavy items (up to 50 lbs.) in a recurring manner and/or for long periods of time.
