Thank you for the message. 

I agree with you that implementation of these documents, plans, protocols remain the real drawback. Even to add onto the Mobility Protocol is the IGAD Food Security and Nutrition Response Strategy (2020) developed as a holistic framework to provide guidelines on the economic impacts of the COVID-19 pandemic response and recovery.

Last week, CELEP hosted an interesting webinar where presentations were made on the framework and unless a clear implementation mechanism is established especially that which builds local level momentum and acceptability it would be really a document for states engaging amongst themselves which is not the protocol is for but rather developed an understanding amongst communities who need the certificate.

COVID had even brought another dynamic and yesterday I listened to a presentation by Koen which I guess most of us have listened to and one striking point which he made and was amazing to the MEPs is the ONE-HEALTH approach which is gaining traction at a higher technical and research level but looks like is the perhaps timely in the context of COVID -19 and the implementation of the Mobility protocol as a process that certifies humans and their livestock but also emphasizes environment as the key resource.

I do think therefore, that both members and partners of CELEP, development partners and donors should look at the implementation of this protocol in the context of the One Health approach and use the process as a COVID response and resilience action to secure pastoralism.

Thanks Ken for sharing this very elaborate document on IGAD protocols on transhumance. It looks exciting to see such stems taken but of course it has never been an issue to put down that way as the main challenge remains on the implementation. IGAD has touched a very sensitive part regarding the mobility of livestock in such of pastures and water and there a very urgent need for concerned IGAD member states to ensure that this is made practical. The proposed measures by IGAD states should not just end with the issuance of certificate but also to address other factors that occur as a result of the migrations to cross the borders in search of pasture/water during drought time, e.g handling of illegal firearms and high competitions to access the acute natural resources in the host country as this may lead into another deep conflict in the end.
