It looks exciting to see such stems taken but of course it has never been an issue to put down that way as the main challenge remains on the implementation. IGAD has touched a very sensitive part regarding the mobility of livestock in such of pastures and water and there a very urgent need for concerned IGAD member states to ensure that this is made practical.
