[Iyrp-gcg] MoC with Carpathian Convention

Thank you Igshaan and Engin,
for your quick action concerning this MOC, and making everything possible,
to have it agreed and signed before the important meeting Carpathian
Convention will have in October.
I have no further comments on this MOC.
