[Iyrp-gcg] Updated Guidance Note for future support letters to IYRP

Dear GCG friends

As discussed in our last meeting, and after consulting with the Mongolian
Government, here is the latest update for partners who wish to send support
letters. We have also included guidance about how to submit their logos for
the IYRP website, and how to get involved with the ISG and RISG.

Kindly use this version going forward. It will also replace the version
currently in the IYRP website.
