Randy Livingston will be assigned as the ALVSCE FEPP Coordinator when I retire. Jeff Ratje will inform USDA of his designation as the Accountable Property Officer (APO) for ALVSCE.
The USDA program guide, 1862 Federal Excess Property Program Guide. (Also known as the "Tractor Book") states:
Under Section 5 - "Departing /Replacing APO's":
"USDA regulations require departing APO's to conduct a physical inventory prior to leaving....."
In the next few days, Randy and I will be sending your unit's report for physical verification of FEPP assets over $5000. In order to avoid duplication, you will not be required to perform this physical inventory a second time to meet USDA's 2021 requirements. The last physical inventory was 2019. We will be able meet both requirements simultaneously.
We will send individual emails to each Property Custodian and attach an Excel spreadsheet with a tab for your unit. You are requested to complete and return the verified inventory using the two blank fields:
Column "A" is titled: Confirmation
You will state On Hand or Not Located.
Column "B" is titled Notes on Review
You will be asked to provide an explanation if the item is Not Located. Or you may add other notes for your reference.
