HLC review will be April 26-27 in a virtual meeting with one person visiting campus in person. We need to promote awareness of the University’s values and mission along with an understanding of what the is HLC and why it is important.
Activity Informed Budgets (AIB)
Why is it called “AIB”?
Implicit in RCM as understood in the finance world is a whole budget geared to activity drivers running on a purely formulaic basis with no room for discretionary allocations. AIB is meant to make clear the need for discretionary strategic allocation. ABB=activity based budgeting was an option but Activity Informed Budgets (AIB) was chosen to suggest the discretionary function.
The AIB Slide Deck has been updated to explicitly call out Research priorities. We are moving the focus in Research to impacts, not grants won. This will be more inclusive of lower funding but highly valuable work in many disciplines.
“Perverse Incentives” references the rush under RCM to add GenED classes without an overall management structure to manage them.
RCM had a hold-harmless agreement for 3 years. AIB will not hold-harmless: there is no commitment to keep base budgets unchanged in F22.
Is anything missing from the AIB Principles?
* The financial reality for the UA is that we will struggle with revenue so must focus on efficiency. Overhead support will have to be effective and efficient.
* Diversity and Inclusion is not called out specifically.
Many AIB Principles are contentious. We know there is real tension in some. We are not trying to cover this up but trying to have an open dialogue.

1. Starting long-term evaluation of research space. Will be led by an outside consultant.
2. There will be a future SPBAC discussion on bringing RII into the AIB Principles: If we change the F&A model, what should it look like?
Steve Moore:
1. Native Nations Flag exhibit in the UA Book Store.
2. Operation Hat Trick (to support veterans), usually supported through retail, will this year be supported by emails with links to merchandise.
