[CED/CD/EAT] President Robbins and UA guidelines on travel - Re COVID 19

President Robbins has just released a revision to the policy on COVID-19.
It notes some important changes, including the new policy that students should not return to campus if they have suitable alternatives. Also, all faculty and staff are encouraged to work from home. These changes are manageable with our existing effort to pivot to online teaching. Please see President's message below for the specifics.
Travel:
The question has arisen in several cases about whether or not travel plans should be pursued. Please note that UA is recommending strongly that all travel be canceled or rescheduled at this time (with a re-evaluation on 6 April) unless deemed absolutely essential.
Requests for Travel Authorizations (TA) will be highly scrutinized and likely not approved unless a strong case is made for the essential nature of the travel. So, if you feel travel for anyone is absolutely essential, then please indicate the specifics in the TA.
The kinds of items that might qualify for essential travel would be those where not traveling could lead to:
* Loss of grant funding, or failure to meet required completion deadlines
* Failure to meet contract deliverable requirements
* Significant damage to relationship with institutional partner
* Loss of professional development opportunity unlikely to reoccur for the foreseeable future
* Significant delay in academic progress, degree completion, or graduation.
