Dear All,

If anyone of you are on a reentry team dealing with a task force geared towards testing etc (everyone - faculty, staff, and all students) do you know if we have a draft version of a university wide protocol yet?

I have attached one from Virginia Tech below in case I am not being clear.  Good to have – thanks for forwarding!  Very similar, I note. I have had several emails regarding this ( many questions from graduate students on the front line in lab settings and their supervisors) and have answered best as I can from the weekly videos but nothing more.

A few of the questions raised are below.  My understanding is that the reentry team is assessing the situation and addressing all of  these but I personally don’t know. Any answers would be helpful.

Also, to be clear a lot of the questions coming in are from graduate students who will be on the front lines and are avidly following  Test, Trace, Treat.  GTAs to be treated the same as all employees!!  Not different …!!



Has anything been released that addresses these questions? If not, when would Department's, GTAs expect to see the protocols/FAQs? Testing:   From the last presentation - it’s clear that undergrads who will be living on campus will be tested ( assume viral load and antibody test) prior to entering dorms/classes.    Actually, there will be a required rapid Antigen test at move-in, to get baseline data, and to isolate any infected students quickly.

How about all other students and TAs - will everyone be tested?  We will not have mandatory testing except for the dorm population – volunteer otherwise.



How long will it take to get results?  Within 1-2 hours, generally, for the Antigen test.  Working towards 48-72 hours for the PCR virus test (currently too long, at a week or so average, because of overload at vendor, so working to bring some of that work in-house).



Will everyone have to pay (or is free through CARES act? ) for getting tested?     Symptomatic members of the University community, who obtain PCR tests at Campus Health or a commercial testing center (CVS, Walgreens) will pay for their test using their insurance.  Asymptomatic antigen testing (and some PCR where needed for research protocols) will be covered by the University using both CARES act funding and Institutional Support, and will be provided free of charge. Antibody testing (to determine if you have recovered from the COVID-19 virus) will for now also be provided free of charge under a research protocol, under a grant from the State of AZ.



If you are exposed, do you go and get a test right away or do you wait until 4 days after exposure (PCR false negative precaution)?  The Contact Tracing Team will communicate that to you directly, based on when you were exposed and the latest medical advice.  But yes, current science indicates that it takes a few days for the virus load to build up to get a positive test result, so in the mean time you need to isolate if you are a close contact<https://www.cdc.gov/coronavirus/2019-ncov/php/public-health-recommendations.html> (i.e., you were closer than 6’ to an infected person for more than 15mins).



NB: We ask that you maintain physical distancing<https://www.cdc.gov/coronavirus/2019-ncov/prevent-getting-sick/social-distancing.html> at ALL TIMES, even when also wearing a face covering.  For those situations where this is not possible (athletics, some arts), a regular testing program as been implemented, along with other measures. Anyone who is symptomatic or has had close contact with someone who has tested positive should contact Campus Health or their health care provider.



Tracing:  If a student that attended an in-person lab tests positive, will UArizona notify the GTA ( instructor) and how?  And specifically, UArizona, not the voluntary app. as it’s unclear if everyone will participate.   Close contacts<https://www.cdc.gov/coronavirus/2019-ncov/php/public-health-recommendations.html> will be alerted (i.e., you were closer than 6’ to an infected person for more than 15mins), so a specific instructor or GTA may or may not be alerted, depending on the circumstances in the lab, and also on the timeline for the potential exposure relative to the positive test.



Treating: If a GTA is exposed, what is protocol for the specific department’s  for isolation after exposure?  Who handles this?  Department heads / chairs / directors are responsible for covering any classes where someone is unable to come to work because they are unwell or isolating.

Do you have to stay out of your research lab and other classes as well until your test results come back?   Yes, hence the importance of rapid turn-around time on the antigen test!!

Do you switch the lab to on-line until you or everyone gets a test results back or will you have to get your teaching lab covered until you get your results back?   H/C/Ds will work with their Individual instructors to resolve these questions – there are indeed multiple options that might work, depending on the class.

Will the other students be allowed back into lab before their test results are back if you continue in-person?  Again – rapid response Antigen testing should help reduce disruption on this front.

If you live with other grad students will they have to isolate and not go to their research or teaching labs too?   If they fit the definition of close contact, yes.  Very situational, as you can imagine – good CDC guidelines are here<https://www.cdc.gov/coronavirus/2019-ncov/daily-life-coping/shared-housing/index.html>.

If you do live with people, will you be given funding for temporary housing for isolation or are there places that are set up for this on campus?  No, since home isolation<https://www.cdc.gov/coronavirus/2019-ncov/if-you-are-sick/quarantine.html> / quarantine is a well-established practice, including for clinical professionals.



Notes:

  1.  Assuming always that YOU are infected and that EVERYONE you meet is infected, so you must wear a face covering and maintain continuous physical distancing of at least 6 feet, is our best public health approach.
  2.  If we have high compliance with wearing face coverings and maintaining physical distancing and hand washing / disinfection routines, there is increasing evidence that the spread of the virus can be greatly minimized.
  3.  (And I repeat …):  GTAs are to be treated exactly the same as all other employees in handling these issues!!
