Good evening all,

As promised, I am reaching back to you now that we have had a chance to review all the questions not only from the meeting held Monday but from the emails received as well.  The meeting question and answer information will come in a separate email.  I will respond directly to your email concerns as best as I can with the information I have.

Questions #1: Will there be University wide training for everyone returning to campus?

Answer: Yes.  The University has committed to and budgeted for such training.  The filming is done but the voiceover is still in the works.  This response is assuming that you are talking about university employees not students.  Students will receive an on-line power point regarding expectations for behavior during the COVID pandemic.  I cannot give you a deadline as to when this will get to you all as it is out of the control of ICS.

Questions #2: Is August 31 an aspirational date for Stage 2?

Answer: No.  The president has had several meetings with ICS as well as members of the Risk Management and College of Public Health personnel and has determined that each Stage of re-entry will be predicated on community health information, hospital bed availability and a myriad of other data before assigning a date for progression from each step to the next.  This is (and must be) a fluid process as numbers change every day.  If benchmarks are reached, progress will be made.  Risk Management and College of Public Health have created a matrix that will help with the decision-making process.

Question #3: Will the University use a "responsibility pledge" for students?

Answer: No.  This idea was reviewed by the ICS Public Information Officer Holly Jenson and a prototype was created.  It was eventually rejected by senior leadership.

Question #4: What happens when a student or teacher tests positive for Covid?

Answer: If an employee of the University tests positive for Covid they are required to report the information to their supervisor/HR.  They will then follow whatever best practices they have for recovery to include isolation and medical assistance as needed.  If the University discovers a student has contracted Covid, there is a mechanism in place to track the student and trace their contacts within a given period of time using an app that the students will be asked to install upon arriving on campus.  If the student is in campus housing (a dormitory), they will be moved from their regular dorm room and placed in the Isolation Dorm (Babcock) until they are recovered.  If the student lives off campus, they will be expected to isolate wherever they may be living until they recover.  The deans of each college will be notified of the student who has the virus who will then notify the teachers of the information.  The teacher may then advise the class that a student in the class has tested positive (IMPORTANT NOTE: THE STUDENT'S NAME MAY NOT BE SHARED WITH OTHERS) and they (the students) may choose to quarantine for up to two weeks if desired.  The teacher may also quarantine up to two weeks if they feel it is necessary.  Employees of the University will follow the same directions as the teachers if they test positive.  If it is a student employee, they are obligated to report themselves to their supervisor since they are employed at the University.

Additional Questions:

How will mask use be enforced?

Answer: It is a University requirement that masks shall be worn in class and in all University buildings and parking garages.  If a student refuses to wear a mask in class, the instructor may ask the student to leave or may dismiss the class.  In either case, the student information will be sent to through the proper channels for a Code of Conduct violation.  This is no different than any other student who behaves inappropriately in class.  Employees of the University or at the University will be addressed by their supervisor for discipline.

Will students/staff be asked to quarantine for 14 days upon returning to Tucson after travel?

Answer:  I have not been made aware of any mandatory quarantine however the University may make this mandatory.

Is there a rapid protocol for cleaning a classroom or work area when a positive case is reported?

Answer: Yes.  The facilities/maintenance personnel already have a procedure in place.  Upon notification it takes less than an hour for the personnel to respond to and clean a room.  This timed response is all predicated upon notification.

What is the University's DRC response to students who state they cannot wear a mask?

Answer: Face shields will be supplied to each classroom and are permitted for use.  The student may also learn remotely if they choose to do so.

Can units/buildings institute more stringent protocols than the University?

Answer: Yes, as long as the protocols do not contradict the University's plans and as long as they are within the law.  It is recommended that the provost and teh president are made aware of the potential changes.

When will the Safe Return to Work guidance be finalized?

Answer: It is completed and approved now.

Will there be exceptions to ABOR's determination that a room can have no more than 50 students?

Answer: Unknown.  This subject must be decided upon by Risk Management, Public Health, and the president.

What care will off-campus students receive other than Campus Health?

Off -campus students will generally be relied upon to take care of themselves.  However, if a hardship case is determined by the University, the student may reside in the Isolation dorm if there is room.

Will there be a long-acting cleaning solution?

Answer: Yes, the disinfectant that is used by the maintenance personnel lasts for at least 24 hours.  Each classroom will be cleaned daily.  Cleaning supplies will also be in each room.

What is the mechanism by which face coverings are being distributed to every student?

Answer:  Students will receive their masks at the bookstore in a packet.  Each student will receive two masks.  Employees will receive two masks as well which should be distributed through normal University channels.

Can faculty use face shields or receive clear masks?

Answer: Clear masks are being ordered for the reasons described in your question.  Unknown delivery date.

Will outdoor classrooms be authorized?

Answer: Shade coverings are being set up throughout campus to help with student staging, eating areas and potentially work out areas.  Holding a class may be authorized however it must be coordinated so there are no conflicts with the use of the covering.  The coverings cannot be set up on short notice as there are safety issues that accompany such action.  Because of this, all coverings have been rented and anchored by a professional company to keep everyone safe.

The rest of the questions in the document relate to HR/Provost issues that I cannot comment on.  I will respond to the second document in a second email.

Dear John,



Good morning. Just a few points about our many questions and our proposals/plans:



Attached please find two sets of questions we (the College chairs) submitted on June 4 and July 21 to Dr. Carmona, Provost Folks and Vice President Hunter. We never received a reply or an offer to have a discussion and talk through these questions. As the ICS, the Provost, and the College Deans all know, we, the College chairs, have been meeting weekly for months, sharing information and helping each other move forward.



Although some of these questions have now been answered to some degree in the last two weeks with the release of final university guidance published on various webpages, including those of Re-entry, HR, Campus Health, and in Box, there are still significant outstanding issues such as:

  1.  Whether there will be university-wide training for everyone returning to campus - the draft work group documentation since May has stated there would be, so we have been expending our energy elsewhere; now we hear there has been a hold-up due to a voice-over contract. Whatever is happening, the bottom line is that we have never be given an answer to this in all the times we've asked. We would think the University would want to create a uniform back to campus message as most other universities have done (e.g. UC-Boulder<https://www.colorado.edu/protect-our-herd/how#anchor1> months ago; ND<here.nd.edu> more recently). Yet we are now all preparing video trainings and other documentation at the College level - so inefficient and will naturally create inconsistencies across campus.
  2.  Whether Aug. 31 is still an aspirational date for Stage 2 - the message has gone from "watch the data" to Aug. 31 to "watch the data" without explicitly rescinding Aug. 31. Is it both? Are we still shooting for an Aug. 31 return? Should we plan on an Aug. 31 return as long as the data continues to improve?
  3.  Whether the university is planning use a responsibility pledge to bring together and emphasize a few key behaviors we need from every member of the community. We heard the university was preparing one; but we haven't seen or heard anything about it. So we are prepared to submit ours to the College of Law community.
  4.  There is confusing around testing for students and employees; and around the procedure when there is a covid+ incident both in the classroom and in the workplace.  Guidance has been published recently but it's been challenging to pull it all together and synthesize it for the College. This would make a perfect training video - what happens when a student is positive; what happens when an employee does.



These are just a few of the questions that come to mind. I'm sure there are more.



Finally, the subject line of this thread, "Begin operationalizing individual proposals" demonstrates, respectfully, a bit of disconnect with what is happening on the ground, at the college level - at least at the College of Law (I don't want to presume to speak for the group). We submitted our proposal to the Provost 2 months ago. We received feedback. We revised our draft. Our New Safe Return Plan<https://law.arizona.edu/coronavirus-covid-19-response-information> is a public-facing document and it is operationalized. We have a Task Force implementing it. What's also confusing is why you haven't seen all our plans.



I hope this note is helpful to your understanding of where we are in this process. At the College of Law - and I suspect at most other Colleges and departments - we have been implementing our Plan for many weeks. We start classes today.
