Subject: FW: URGENT: USDA Records Disposal Freeze

The USDA is involved in a Freedom of Information Request and has issued a freeze on the destruction and purging of all paper/electronic records related to USDA-funded research projects.  A list of affected USDA projects is attached (some of the projects are closed).  I have been informed that Sponsored Projects is initiating an automated letter (template below) to PIs.  I’m sending this message to ensure there are no gaps in communication.

You are requested to retain all records and data (financial, administrative, research) from USDA projects until notified otherwise.  If you have questions, please coordinate with the appropriate Sponsored Projects Fund Accountant.  Thank you.

Subject: URGENT: USDA Records Disposal Freeze

Dear Dr. Ratje,

The USDA has issued a records disposal freeze to non-Federal entity partners.  The freeze requires the awardee institution to retain all paper and/or electronic records associated with agreements from specified USDA agencies and offices.  This includes financial, administrative, and research-related records on primary awards or subawards from these USDA components, including data and biospecimens.  Awards from the following USDA agencies and offices are affected:

  *   OCE – Office of Chief Economist
  *   NASS – National Agricultural Statistics Service
  *   ERS – Economic Research Service
  *   ARS – Agricultural Research Service
  *   APHIS – Animal and Plant Health Inspection Service
  *   AMS – Agricultural Marketing Service
  *   OPMP – Office of Pest Management Policy
  *   OSEC – Office of the Secretary

The freeze request is related to a Freedom of Information Act request of the USDA, which may or may not require the USDA to provide copies of awardee/third party records.

Sponsored Projects & Contracting Services (SPCS) has identified the following affected award(s) for which you are Principal Investigator.  Please forward this notification to any project personnel who may have paper and/or electronic records associated with the award(s).  Your department business office and college will receive an email directly from SPCS with the freeze information.
