Mr. James S. Burling is the Vice President of Litigation and principal attorney in the Pacific Legal Foundation's Property Rights practice group.  His cases have focused on environmental and land use regulations, eminent domain, and Indian law.  He has successfully argued a property rights case before the U.S. Supreme Court and is currently involved in Waters of the United States litigation.
