FROM THE DIRECTOR:
Over the course of the past year and a half, the College of Agriculture and
Life Sciences (CALS) has been engaged in a rather extensive strategic
planning process. In CALS Cooperative Extension we've developed a rather
broad strategic plan that includes five goals focused on developing and
implementing strong programs in: Family, Consumer, and Health Sciences
(FCHS); 4-H Youth Development (4HYD); and Agriculture and Natural Resources
(ANR) while effectively incorporating community/economic development into
each of these three major program areas. In addition we have three more
operational-oriented strategic goals that essentially include: 1) improve
the profile, visibility, and understanding of Cooperative Extension; 2)
develop a well-integrated array of programs in the Cooperative Extension
portfolio across the college; and 3) develop a functional asymmetric balance
with respect to the distribution of resources across the college in
Cooperative Extension. These relatively broad strategic goals allow us to
consider the more detailed and programmatic-type goals that logically
emanate from academic units, county programs, and our research/Extension
centers.
In my view, the actual implementation of a strategic plan is best
demonstrated by how we actually invest and direct resources within the
college. Thus, even though our resources are extremely tight at this time
in CALS, it is important to develop an operational framework with respect to
strategic priorities and utilize appropriate criteria for identifying the
most critical positions and areas of need across the organization in the
next several years. Accordingly, I have developed a committee that has
broad Extension representation across the college. This Strategic Hiring
Planning Committee (SHPC) is being charged with the following specific
objectives: 1) identify and rank strategically critical positions that are
currently in need for CALS Cooperative Extension as well as those that are
identified and/or anticipated for development, and 2) identify an asymmetric
distribution of resources that would be optimal for effective management and
program delivery across all facets of the college and the State of Arizona.
In the process, I'm asking this committee to consider this process with the
following constraints: 1) we need to identify a general organizational
target for 2021, 2) recognize that we're currently operating with
approximately 62% of the state and federally funded workforce in CALS
Cooperative Extension today that existed in 2008, which needs to be
considered this as the new base level of Extension FTE funding, and 3) over
the course of the next several years we'll have the opportunity to begin
implementation towards our 2021 goal in a stepwise fashion. Thus, we need
to consider the strategically critical priorities across the college.
I have a set of operational criteria that I think are important to utilize
in a collective sense in identifying priority positions. I'm asking the
committee to consider these criteria in relation to their efforts to develop
these strategic priority positions. The criteria include:
* Industry/agency advocacy
* An established program or a new program area with distinct potential
for development
* Growth potential
* Established partners for the program area or clearly identified new
partners for the program
* Political realities
* Demographics
* Economic impact
* Socio-economic factors (risk factors to be considered)
* County-based support
I'm asking the SHPC to develop a draft priority position and program listing
by mid-May 2013. In the latter part of May, I am convening all of the
department heads/school directors, county Extension directors, and center
directors for a joint meeting with the Extension Administrative Team to
review the proposals from the SHPC and to refine this listing for strategic
hiring priorities in Extension for the next several years. My intentions
are to begin utilizing the resultant plan from the work of the SHPC and the
meeting of college administrators in May to identify priority positions and
direct resources for Cooperative Extension across CALS. As our
circumstances development and change over time, I will continue to refer to
this proposed plan and the criteria that I have outlined for the
identification of priority positions for final decisions and implementation.
Accordingly, my intentions are to maintain an active SHPC for the next year
and possibly beyond for continual review, revision, and consultation.
As always, I am open to the input and suggestions that may be provided from
anyone across the broad organization of our college relative to strategic
planning and identification of priority positions and programs in
Cooperative Extension. I would also like to say in advance that I
appreciate the willingness of the members of the SHPC in engaging in this
process and the efforts from all faculty and staff across the college that
assist in this process of strategic planning and priority position
identification.
