Tuesday Morning Notes

February 26, 2013

FROM THE DIRECTOR:

The College of Agriculture and Life Sciences (CALS) presents a good example
of a "distributed model of management". In most universities and colleges,
and certainly in CALS, the college administration distributes resources,
responsibilities for program development and delivery, as well the authority
to manage resources and programs to the unit level (i.e., departments,
schools, centers, county offices and support units). In CALS, the college
administrative Executive Council (EC) directs that responsibility and
authority to the unit leaders. This model of distributed management is
perhaps most accentuated in Cooperative Extension where we have an Extension
Administrative Team (EAT). The EAT includes an Assistant Dean and Associate
Directors for Extension with the responsibility of leadership for their
program areas (Family, Consumer, and Health Sciences; 4-H Youth Development;
Agriculture and Natural Resources; and American Indian Programs) and
integrations among these program areas with the unit heads and faculty that
are based in every unit in the college.

In this distributed model of management it is incumbent upon the CALS EC to
clearly communicate the mission, vision, and directions for the college. It
is then the unit leader's responsibility to appropriately communicate and
implement programs at the unit level consistent with the mission, vision,
and directions that are put forth by the appropriate branch of the college
administration. This distributed model extends to the faculty and staff
within units who are actually directing and implementing the programs for
the college. Quite appropriately, this leads to a significant amount of
variation among units in terms of the final form and manifestation of the
programs at the unit level due to the extremely variable nature of the
college in terms of locations and types of programs that are being
delivered. We expect several things to be dealt with in a uniform manner at
the unit level including: fiscal responsibility, appropriate management of
personnel, delivery of strong and effective programs, a robust and
professional culture, and a commitment to productivity. The unit leaders
are reviewed accordingly and their reviews of faculty and staff at the unit
level should be consistent with this overall approach. Thus, we are all
accountable for our duties and responsibilities within the college.

As it commonly occurs in organizations like CALS, we have experienced a lot
of change in the past year with regard to individuals serving in unit leader
roles across CALS. This kind of flux and the fact that we are operating in
a distributed model of management in CALS highlights the importance of these
unit leaders. There is a high demand and premium on individuals who have
the inclination and capacity to lead and manage effectively at the unit
level. The CALS EC and EAT fully recognize the importance of these
positions and we are committed to working with all unit leaders in an effort
to support their units, enhance the unit's capacities among the faculty and
staff, and facilitate appropriate alignment with the college mission,
vision, and direction.

FOCUS ON FACULTY:

Cathy Martinez, FCHS Agent in Pinal County, was selected and has
successfully completed the Leadership Development Academy sponsored by
Children's Action Alliance. This training focuses on various means for
advocacy locally as well as the state legislative process, with a primary
focus on issues related to children and families.

Peter Warren (Pima County Extension Director), along with Theresa Crimmins
(Partnerships & Outreach Director, SNR), LoriAnne Barnett (Education
Director, SNR) and several others, co-authored an article in the February
issue of the Journal of Extension (JOE) -
<http://www.joe.org/joe/2013february/iw1.php> "Nature's Notebook and
Extension: Engaging Citizen-Scientists and 4-H Youth to Observe a Changing
Environment." JOE is a referred journal that expands and updates the
research and knowledge base for U.S. Extension professionals and other
outreach educators to improve their effectiveness. It also serves as a
forum for emerging and contemporary issues affecting U.S. Cooperative
Extension education.

2013 WESTERN EXTENSION DIRECTORS' AWARD OF EXCELLENCE:

This is the last call to submit applications for the 2013 Western Extension
Directors' Award of Excellence. The purpose of the Western Extension
Directors Association (WEDA) Awards of Excellence is to recognize Extension
outreach education programming that has achieved outstanding
accomplishments, results and impacts in addressing contemporary issues. It
is anticipated that recipients of the award will include mature programs
with documented impacts. Two entries may be submitted from each state or
territory and multistate entries may be submitted by a state in addition to
the two state entries. This award, which is presented through WEDA with the
assistance of the Western Region Programs Leaders Committee, recognizes
outstanding Extension programs in the Western region. Winners will be asked
to present at the Joint Summer Meeting this July in Coeur d'Alene, Idaho.
