FROM THE DIRECTOR:

 

I am writing this week to provide a brief update regarding the $6.3M
Decision Package (DP) for CALS Cooperative Extension System that was
recently developed and advanced from President Hart's office through the
Arizona Board of Regents (ABOR) and to Governor Brewer's office.

This DP was not included in the Governor's budget for FY14 that was released
on 18 January. The major limiting factor, which will come as no surprise, is
the money and the many competing interests at the legislative level. Of
course we support the requests for the UA that are in the Governor's budget,
just as the Board of Regents and the President are doing. Certainly
President Hart, the Dean, Associate Vice President for State Relations Tim
Bee, and I are also continuing to discuss our situation with Arizona's
legislators so that they are aware of our challenges and limitations. 

Regardless, benefits are being realized.  First, the profile of the
Cooperative Extension System has been elevated significantly at the college,
university, and state levels.  Secondly, President Hart is solidly
supportive of Cooperative Extension and the valuable role this organization
plays in the conduct of a modern land-grant institution and through this
process she has become very familiar with CALS Cooperative Extension.
Finally, all of the work at the legislative level is providing a valuable
foundation for future efforts.  It is important for you to know that we will
continue to focus on this area and that it is essential that our supporters
are active with their representatives. 

The cooperation and support for CALS Cooperative Extension that has been
clearly evident from many sectors of the State through this process is
greatly appreciated.

 

PROFESSIONAL DEVELOPMENT POLICY UPDATE:

 

Professional Development is an important aspect in the career of every
faculty and staff member in CALS.  In the past, CALS Cooperative Extension
has established a set of requirements for every faculty member regarding
professional development.  These requirements were recently reviewed by the
CALS Extension Administration Team (EAT) and several decisions were made to
modify or change these requirements.  The following four points are now CALS
Cooperative Extension policy:

 

*	Eliminate the use of the Professional Development Career Plan of
Action Form.
*	To request professional development funds, Extension faculty should
submit a one-page request to the appropriate Program Leader (Associate
Director) a minimum of 30 days prior to the conference/meeting or purchase
of materials.  Information to provide in this single page request should
include: the basic reason for the request, details of the conference or
meeting, whether the individual is presenting at the conference or just
participating, the dates involved, and the benefits gained for the
individual and/or CALS Cooperative Extension. Faculty with 100% Extension
appointments are eligible for a maximum of $1,000 per fiscal year, adjusted
based on Extension appointment percentage.
*	Remove references in the APROL to requiring a professional
development plan to be on file.
*	The relevant Program Leader is the line of authority for approval
for professional development funds.




FOCUS ON PROGRAMS:

 

The UA Cooperative Extension Rangeland Monitoring Program was recently
presented with the National Rangeland Research and Development Award from
the US Forest Service at the Society for Range Management meetings in
Oklahoma City.  Individuals recognized for "your outstanding scientific
achievement as an External Partner in the field of rangeland ecology and
rangeland management" were Del Despain (Mohave County), Kim McReynolds
(Cochise County), George Ruyle (School of Natural Resources & the
Environment), Jim Sprinkle (Gila County), and Doug Tolleson (V Bar V).  The
award states the "these individuals have a thorough understanding of the
science and art of rangeland management as well as the tenacity to be
leaders in their field and provide consistency in thought and methods
regarding rangeland management across the various counties and National
Forests in Arizona.  They are "committed leaders cooperating with the Forest
Service with the goal of positive movement towards ecological restoration."

CLICK - CONTRIBUTE - BUILD A BETTER ARIZONA!:

 

Imagine participating in a one-day, online giving event allowing you to
contribute to Arizona 4-H through one quick, easy source.  Arizona Gives Day
is a chance for all Arizonans to be unified in giving much needed resources
to the nonprofit community that serves everyone, every day.  On March 20,
from 12:00am to 11:59pm, supporters of Arizona nonprofits will go online,
connect with causes - like Arizona 4-H - that they care about, and make
tax-deductible donations.  Supporters will search for participating
nonprofits and simply click to donate.  The donation stays local and helps
our nonprofit community provide much needed services in the state of
Arizona.  Arizona 4-H Youth Foundation is one of the registered non-profits
participating in this first-ever statewide, web-based giving event.  During
this, our Centennial year, we have a special opportunity to support Arizona
4-H.  Let's show the rest of the state how extensive the 4-H network is by
contributing just $10, $15 or $20 (or more!) to support Arizona 4-H and the
new James 4-H Camp at Mingus Springs.  The event organizers are also
incentive matching gifts for those charities receiving the most donations,
recruiting the most donors, and the most donations per hour, so it is
important that we get as many people involved as possible.  The minimum
donation is $10 and there is no maximum donation limit. Donations are
tax-deductible and irrevocable (donations will not be refunded).

CATS at THECAPITOL:

 

I would like to encourage all who can attend the Cats at theCapital event on
Monday, March 4, 5-7pm, at the Health Sciences Education Building (435 N.
5th St., Phoenix).  The event will involve Arizona Legislators, UA deans,
faculty, staff and alumni, as well as remarks by President Ann Weaver Hart.

TECH TIP OF THE WEEK - KREB'S RULE #2 FOR STAYING SAFE ONLINE:

 

If you installed it, update it.  Yes, keeping the operating system current
with the latest patches is important, but maintaining a secure computer also
requires care and feeding for the applications that run on top of the
operating system.  Bad guys are constantly attacking flaws in
widely-installed software products, such as Java, Adobe PDF Reader, Flash
and QuickTime.  The vendors that make these products ship updates to fix
security bugs several times a year, so it's important to update to the
latest versions of these products as soon as possible.  Some of these
products may alert users to new updates, but these notices often come days
or weeks after patches are released.  A wonderful resource for anyone
feeling update fatigue is Secunia's Personal Software Inspector
<http://secunia.com/vulnerability_scanning/personal/>  - a free tool that
periodically scans for and alerts users to outdated security software.  The
latest version of the PSI also can be set to update such products
automatically.  FileHippo <http://www.filehippo.com/updatechecker/>  also
has a nice, free update checker (requires Microsoft .NET).

Security From the Ground Up.  John Hoffmann - Director of the USGS Arizona
Water Science Center (AWSC) - will provide opening remarks, and AWSC
Associate Director and Investigations Section Chief James Leenhouts will
speak on the interactions of groundwater and surface water, and implications
for water security.  Bill Alley, who retired from the USGS as head of its
Office of Groundwater, will be talking about groundwater supplies in our
