FROM THE DIRECTOR:
Budget Update
A few weeks ago I asked all County Extension Directors (CEDs) to plan for a
5% budget reduction in their counties based upon a budget consistent with
the final FY12 budget that was provided after the last budget reduction was
subtracted from the 1 July 2011 original. For now, that planning objective
for CEDs still holds true. In the meantime the CALS Executive Council (EC)
and the Extension Administrative Team (EAT) are working to develop a plan
that can address the reductions in a differential and strategically based
manner.
Dean Burgess recently distributed a college-wide memo outlining the budget
cut targets for CALS that we received from the UA central administration.
He also recently provided an update regarding the CALS strategic planning
efforts that have been going on in the college the past several months with
Phases I, II, and III.
The UA central administration is very strongly encouraging colleges to make
the budget reductions differentially and our plans will be reviewed in that
light. As we have indicated earlier (both Dean Burgess and myself in
separate communications) the CALS 2021 Strategic Planning process is a
long-range exercise but it can certainly serve to "flavor" the budget
reduction process for fiscal year 2012 (FY13).
At this time the EC is working to develop the budget reduction plan. In
concert with the EC effort, the EAT group is focusing on the budget
reductions for Extension. It is important to note that the budget
reduction process, particularly when trying to develop a plan for
differential reductions, must be done in a coordinated manner among all CALS
elements, including Extension. We must consider the entire college
enterprise and maintain strong, viable, and strategically focused programs
across the college and state.
As additional and more detailed information is available I will be direct
and forthright in sharing it with you. In the short-term there is no need
to take any action until we have additional information. I appreciate your
cooperation in this process. If you have any questions or suggestions
please feel free to let me know.
Phase III Strategic Planning Goals
The Phase III Strategic Planning Goals have been developed for CALS
Extension and are available on our website under the "About Us
<http://extension.arizona.edu/state/about-us> " link and under the
"Strategic Planning and Impacts" tab. Under that tab you'll find an entry
at the top titled "

As noted in an earlier email to CALS Extension faculty, staff and
administrators, we have eight goals presented in this document - the first
five goals are programmatic in nature and the last three are more
organizational or structurally oriented.
These goals represent the culmination of a series of meetings with CEDs and
visioning sessions held across the state and initiated independently by
Extension faculty during this process. This document and set of goals
represents a very broad organization that has elements of every department
in our college, every county in Arizona, as well as faculty working at each
of our centers across the state. In putting this together, the Extension
Administrative Team (EAT) and I needed to take into account a lot of
additional input from across this spectrum. Even at that, I know there are
groups or sets of faculty and staff that were not incorporated in this
process, at least to our complete satisfaction. Nevertheless, the due dates
come upon us and we needed to move this forward. Also, we will have
opportunities in the days ahead to gather more feedback from stakeholders
and other elements in the state that will help us refine these goals.
These are good goals for CALS Extension - we can get behind them and use
them in strategic planning and implementation as we move ahead.
IN MEMORY OF:
On Sunday, June 10, Larry Tibbs, former 4-H agent in Maricopa County, passed
away after a long struggle with cancer. Larry worked in Arizona Cooperative
Extension from 1995 to 2007. A memorial is expected, but not yet confirmed,
for Saturday, June 23. Monetary donations will be accepted In lieu of
flowers, monetary donations will be accepted for a CALS endowment (currently
being set up).
We just learned yesterday that Gerry Eberline, former Executive Director,
4-H Youth Foundation and Development Director, CALS Development/Alumni,
passed away last Thursday, June 7. Gerry was a dedicated professional and a
strong supporter and outstanding employee in CALS and worked in CALS from
1979-1990.
FOCUS ON FACULTY:
Congratulations to Rob Grumbles who was selected as the National Winner of
Search for Excellence in the category of Livestock Production for his
program "AZ/UT Range Livestock Workshop and Tour: Educational Excellence and
Collaboration." He will be recognized on July 17 at the NACAA Annual
Meeting & Professional Improvement Conference in Charleston, South Carolina.
Mark Apel was one of several members of the National Network for Sustainable
Living Education (NNSLE) team who recently won the 2012 JCEP Team Award for
their overall efforts the last four years. Mark's contributions included
co-authorship of both the "Climate Change Handbook" and the "Sustainable
Living Handbook", team member of the "Living Sustainably" Online Course, and
NNSLE representative and presenter at the 2011 PILD Conference.

JAMES 4-H CAMP & OUTDOOR LEARNING CENTER AT MINGUS SPRINGS:
Since acquiring the 4-H camp at Mingus Springs on January 3, there has been
a lot of progress and activity. The new camp is a college-wide resource
available to everyone, including outside groups, for retreats, meetings,
conservation projects and relaxation at a 6,500 foot elevation. The
operable camp season is mid-April to mid-October. Some basic information
about the camp includes:
* Located between Jerome and Prescott atop Mingus Mountain
* 55 acres surrounded by National Forest lands
* 2-acre pond with swimming, boating and catch-and-release fishing
* 12 cabins, bunkhouses, nurse's cabin and cook's cabin
* Recreational multipurpose building
* Dining hall with complete kitchen facilities and outdoor patio
* Washrooms with showers and flush toilets
* Softball field, sand volleyball court, basketball court, climbing
wall
* Low ropes challenge course and Frisbee golf course (9 holes)
To date, we have received pledges and cash donations in excess of $525,000.
This summer, we have a total of 14 groups who have scheduled time at the
camp. On July 17 we are holding an Open House to recognize our donors and
invite new donors to invest in the 4-H camp. The James Family in Prescott
pledged $250,000 to name the camp after their parents, Harold & Mitzie
James. Two cabins have also been selected for naming rights, as have the
ropes course, Rec Center, ball field, pond & ramada, and BBQ center. Lots
of naming opportunities still exist.
Since acquiring the camp, we have been working hard to improve an already
great facility and support conservation efforts.
* Risk managed inspected and approved the camp, noting some small
repairs needed
* Established a reservations procedure for both internal and external
groups coordinated through Sandra Saad here in Extension
* Revamped the 4-H website to include information about the James 4-H
Camp at Mingus Springs and developed marketing materials to promote use of
the camp
* Passed the county health inspection and obtain food handler's permit
* Brent Strickland has had the water tested and approved
* Hired Dan Tomlinson as a part-time facilities manager, plumber and
all-around handyman - Dan worked previously for Henry Dahlberg, the
previous camp owner, and lives nearby
* Created a camp advisory group to serve as a sounding board and
oversight committee
* Applied for American Camp Association accreditation - inspection to
occur this month
* Registered the well with the Department of Water Resources
* Acquired a pickup truck for the camp through Federal Surplus
* Changed the garbage service to a provider who will help recycle our
waste and pick up on a regular basis
* Updated electrical wiring at the camp based on Risk Management
assessments
* Contracted to have regular pest control around the camp and in the
kitchen
* Installed satellite internet access for adult groups
* Received a donation to convert our water well to solar power
* Coordinating with Randy Ryan to convert the entire camp power grid
to solar energy
