FAREWELL MESSAGE FROM JIM:
Today is my last Tuesday Morning Notes. I have enjoyed 22 great and
challenging years here at the UA. I have been lucky to serve as a faculty
member at North Carolina State, University of Kentucky and here for almost
40 years. Patti and I celebrated our 40th wedding anniversary and I turned
67 earlier this month. Life is good. More importantly, I have been
privileged to work with all of you for all these years. Thanks for the good
memories, the tough times forgotten, the ongoing challenges, the building of
a new Extension support base, and for all the quality programs and efforts.
You are good people making a difference in society. I wish you well. Jim.
FOCUS ON FACULTY:
Kirk Astroth, along with Jeff Goodwin (CO) and Frank Hodnett (NM), had their
article on administrative leadership and guiding Extension programs in the
21st century published as the lead feature article in the most recent issue
of the Journal of Extension-June 2011, Vol. 49(3)

Correction: last week we reported that Kurt Nolte will take on a dual role
as CED for Yuma County and Resident Director for the Yuma Ag Center. He
will actually be Interim Resident Director for YAC.
WATER RESOURCES RESEARCH CENTER POSITION:
Candidates are sought for an Associate Director (year-to-year professional)
and Associate/Full Research Scientist (continuing status eligible, fiscal
year appointment) at the Water Resources Research Center (WRRC). The
position is one of several authorized by the Provost as part of a broad
hiring initiative implemented by the umbrella Institute of the Environment
to enhance the University's world renowned environmental and water research.
The expected start date is in the Fall of 2011. For more information, go to

SPECIAL NOTICE FOR PIs AND RESEARCH ADMINISTRATORS:
Some proposals have included the book purchases and journal subscriptions
and Sponsored Projects wants to make everyone aware that the Federal
Government treats these costs as part of our library requisition costs,
meaning indirect costs. This means these charges cannot be charged directly
to grants and contracts, especially federally sponsored projects. Only
under very limited exceptional circumstances can this be justified.
Generally, scientific books and journals benefit the overall research work
of the people involved in a specific grant project, so charging these costs
to a specific project is not justifiable. Also, when these books and
journals are available through the UA library system, the Federal agencies
expect that we utilize this resource that has been paid via indirect cost
rates. It is asked that we do NOT budget books and journals unless there is
an exceptional circumstance (such as the nature of the project requires each
participant to have a copy of a certain book or manual and our library
system does not provide this book or does not have sufficient copies for
checkout). A budget justification needs to explain the specific and
exclusive benefit of the purchase to the project and to state if items are
available or not via our library systems. Sponsored has to reject weak
justifications because they increase the audit risk for the entire
university. The Federal agencies are clear that an item budgeted and
awarded does not guarantee the item is allowable per OMB Circular A-21 and
they may still need to remove the costs even some items are listed in the
budget and approved by the granting agencies. Contact your pre-award
administrator if you have questions about a budget. For questions about
