[SRM] Two positions in range management

One is on the AZ Strip and will be more of a seasonal job. Agreement ends mid-Sept. 

The second is slightly more permanent (as much as it can be on soft-money) in Flagstaff and will cover the three forests, Kaibab, Coconino, & Prescott.
