Here is the link for a County Operations Trainee (COT) vacancy here in Arizona. Feel free to share this with any person you believe may have an interest in becoming a manager of a county FSA office.  This is one of the few opportunities an “external” person has to get hired into USDA Farm Service Agency in a management capacity.
