The duties described are for the full performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
GS-05:
Duties are primarily to provide work and training experience to prepare the incumbent for a more advanced rangeland management specialist position (training in: National Forest Management Act, National Environmental Policy Act, other legislation, its requirements and application; ecological management including ecological classification, successional stages, site potential/desired plant community, and livestock management principles; appeals; data base use and management; etc,) and secondarily to accomplish the units resource goals and objectives. Collects basic data from on-the-ground observations to determine rangeland activity suitability, ecological health, ecological status, trend and grazing capacity of the rangeland resource. Prepares various rangeland maps, and compiles vegetation management data prior to preparation and implementation of grazing strategies designed to help achieve land management plan goals and objectives. Gathers basic information for rangeland vegetation programs and monitors strategies and activity permits for compliance and on-the-ground results. Makes observations and gathers information for evaluating the need of control programs for poisonous or noxious plants, rodents, etc. Checks rangeland improvements maintenance, gate closures, salting procedures, and determines proper distribution. Assists in carrying out the units program by over seeing tagging, dye branding or other means of identifying authorized livestock. Makes livestock checks and counts to determine that only authorized animals are being grazed on National Forest System lands or other lands under Forest Service control. Updates rangeland and livestock data bases and prepares grazing reports. Takes grazing and other rangeland activity applications, explaining the permit terms to the permittee. Assists in making contacts with local rangeland users, explaining the Forest rangeland program, answering questions, and coordinating with rangeland users to help solve rangeland problems. Receives assignments to broaden knowledge of Agency activities in areas such as wildlife, watershed, recreation, fire, timber, business or personnel management. GS-07:
Assists in rangeland area analysis to determine ecosystem health, diversity, trend, successional stage, site potential, desired plant community grazing capacity of the vegetation and any special problems connected with the specific land area involved. Receives training in gathering, evaluating and processing data in preparing environmental analysis reports and/or environmental impact statements. Collects and analyses rangeland resource data. Monitors and evaluates the impact of various rangeland activities on other resource management activities and uses. Assists by developing unit rangeland area livestock management plans/strategies which help coordinate livestock and other grazing uses with other resource management and land use activities. Recommends grazing strategy, livestock management practices and grazing capacity, for non-Forest lands under Forest Service administration, which will help achieve land management, economic and social goals and objectives for the land area involved. Participates in and cooperates with research, and State and local game management agencies in range research in demonstration field projects. Directs unit program for tagging, dye branding or other means of identifying authorized livestock. Makes livestock checks or counts to determine that only authorized animals are being grazed on National Forest System lands or other lands under Forest Service control. Recommends stock driveway use routes or methods of moving stock to and from various grazing areas. As assigned plans, establishes and completes the unit rangeland vegetation management program progress schedule. Directs programs for control of noxious plants, rodents, etc. As assigned makes contacts with local rangeland users, explaining the Forest rangeland program, answering questions, and coordinating with rangeland users to help solve rangeland problems.

Candidates must meet all the eligibility and qualification requirements by the closing date of the announcement. The minimum qualification requirements for each grade level of this vacancy announcement are described below:
RECENT GRADUATES PROGRAM ELIGIBILITY
To be eligible, applicants must meet one of the following requirements:
·         Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; OR
·         Individuals who, due to military service obligation, were precluded from applying to the Recent Graduate Program during any portion of the 2-year eligibility period described above shall have a full two-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirement for the academic degree or certificate was received.
Applicants can qualify by meeting the EDUCATION requirements specified below and/or the SPECIALIZED EXPERIENCE requirements.
You must possess the Basic Requirements identified below to be considered qualified for this position. Transcripts must be provided for qualifications based on education. When using previous work experience to qualify for the position, your resume must clearly detail the appropriate experience requirements.
BASIC QUALIFICATIONS
Basic Requirements
1.   Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:
·         Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
·         Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
·         Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.
OR
2.   Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.



SPECIALIZED EXPERIENCE
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Superior Academic Achievement: The superior academic achievement provision is applicable to all occupations covered by this standard. See the "General Policies and Instructions" for specific guidance on applying the superior academic achievement provision.
Graduate Education: Completion of graduate level education in the amounts shown in the table, in addition to meeting the basic requirements, is qualifying for positions at grades GS-7 through GS-11, and GS-12 research positions if it provided the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education completed in foreign colleges and universities may be used if it has been accredited by an organization recognized by the U.S. Department of Education.

REQUIREMENTS
Recent Graduates are on a trial period for the duration of the program. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
This position requires 40 hours of formal, interactive training per year. An Individual Development Plan (IDP) must be completed and approved by the supervisor within 45 days of appointment. A mentor must be assigned within 90 days of appointment. Recent Graduates may be non-competitively converted to a term or permanent position in the competitive service after the successful completion of one year of continuous service.

To be eligible for conversion, the Recent Graduate must:
·         Be a U.S. Citizen;
·         Have successfully completed all requirements of the Recent Graduates program;
·         Have demonstrated successful job performance; and
·         Meet the OPM Qualification Standards for the position to which the Recent Graduate may be converted. Conversion is not guaranteed and is based on the needs of the agency.
