Dear RISG chairs

I am forwarding this email to you from the Mountains Partnership Secretariat who asks for contributions from different mountainous regions for them to finalise their 5-year Global Action Plan. It is a short template you have to complete if you or members in your region have contributions to make. As you would know, last year was the International Year of Sustainable Mountains Development and we as the IYRP are observing their actions closely  as we can learn a lot from them, particularly on the actions needed post our international year. They have successfully managed to get UNGA to pass a resolution that will further support their vision even after their international year.

Their due date is 12 June 2023.

Dear Igshaan,

I hope this finds you well. We would like to reconnect with you in the wake of the Five-Year Plan of Action for the Development of Mountain Regions, where the MPS is leading a UN Task force. Given the crucial role played by FAO – lead UN agency for sustainable mountain development – we would like to ask for your valuable contribution to the Global Action Plan. The Task Force is currently finalizing this document. Please find attached the Outline for reference. As you will see, one of the paragraphs is named ‘Implementation’. This paragraph will be populated by relevant international organizations with concrete global and regional initiatives that will contribute to the implementation of the Five-Year Plan of Action (2023 – 2027).

We are currently gathering this information from all relevant actors by using a template – please find it attached together with an example of how it should be filled. Therefore, we would kindly ask you to fill the template with any relevant information. Please note that the initiatives included can be ongoing, planned or forecasted. The deadline for providing inputs is 12 June. Please note that the expected date of completion of the Plan is mid-June 2023.

This Global Action Plan is part of the broader 2023-2027 “Five Years of Action for the Development of Mountain Regions” approved with the UNGA resolution A/RES/77/172 (14 December 2022). The resolution was negotiated by Italy and Kyrgyzstan and sponsored by 110 UN member states.

1.       The five year period aims to “enhance the awareness of the international community of the problems of mountain countries and to give new impetus to the international community’s efforts to address the challenges and problems of mountain countries” (paragraph 30).

2.       The resolution “[invites] Member States and relevant United Nations agencies, within their mandates, to further enhance support to sustainable mountain development, including through participation in the Five Years of Action for the Development of Mountain Regions” (paragraph 36).

3.       The resolution stresses that the costs of all activities that may arise from the implementation of the present resolution should be met from voluntary contributions, and that such activities would be subject to the availability and provision of voluntary contributions (paragraph 37);

4.       A task force was set up based on the colleagues that were initially involved in Kyrgyzstan. The mandate of the Task Force is to develop a global plan of action, to be followed by more specific regional/national plans developed by governments jointly with UN colleagues based in the countries.
