Dear all,

We would like to inform you about a specific study on the impact of subsidies on Socio-ecological Production Landscapes and Seascapes (SEPLS) and Cultural Landscapes and Seascapes (CLS). These landscapes and seascapes are areas where the interaction between people and the landscape maintains or enhances biodiversity while providing humans with the goods and services needed for their well-being. Hence the landscapes (rangelands etc.) that are managed sustainably by pastoralists are covered within this conceptualization.

The study is led by the United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS) on behalf of the International Partnership for the Satoyama Initiative (IPSI) and partners, especially the Alliance for Mediterranean Nature and Culture (AMNC) and in collaboration with the Convention on Biological Diversity (CBD) Secretariat.

Target 18 of the Kunming-Montreal Global Biodiversity Framework (GBF) addresses the urgent need to reform and transform negative and perverse subsidies and incentives that harm biodiversity and, consequently, human well-being. It calls for Parties to take action, report, and monitor subsidies and incentives that impact biodiversity. It includes two parts.The first being to identify various subsidies and incentives harmful to biodiversity by 2025. The second calls to improve them (reform, phase out or eliminate as necessary) by 2030 in a progressive manner.

Accordingly this study seeks to identify elements of negative and positive subsidies and incentives that have impacted SEPLS and CLS. This will contribute to informing CBD Parties on aspects related to the first part of Target 18 (identifying various subsidies and incentives harmful to biodiversity by 2025) towards hopefully re-designing and repurposing scarce public resources to support socio-ecological production systems.

For this, a questionnaire has been circulated to which all can provide inputs relating to different types of subsidies/incentives for activities within and outside the SEPLS and CLS that influence and have an impact on biodiversity (rangelands etc.) and various human wellbeing indicators for the indigenous peoples and local communities (including pastoralists) in the landscape. The questions are open-ended and required to be filled out for a site.

While all responses will be kept anonymous, all respondents will be acknowledged.

We believe that this study and its results can provide a good opportunity to highlight challenges regarding incentives/subsidies and opinions arising from on-the-ground activities at rangelands to inform policy decision-making processes.
