As we approach the deadline of 15-Dec for President Robbins to submit his financial "mitigation" plan to ABOR, efforts are underway to understand what the plan will entail. A plan to implement cuts and hiring freezes across the board has been discussed by Robbins,

 even though there are no indications of real and widespread structural deficits.</div>
