matching requirements. Plus, the budgets take longer to review by

font-family:Calibri'>For the past couple of months, submitting proposals through
the Grants.gov system has been an exercise in pain and confusion for all
involved. Proposal packages have taken hours to submit, and even longer
to receive confirmation (if we get confirmation at all). </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'> </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'>It is clear that Grants.gov has significant pipeline
issues, and these are not expected to be resolved any time soon (lack of
funding, legislative incentive, and the continuing resolution have a lot to do
with that). It’s also clear that the problem will certainly get
worse with the expected influx of proposals under the American Recovery and
Reinvestment Act (ARRA). </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'> </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'>Some context: </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'>During the week of March 1-8, Grants.gov received 11,204
applications. </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'>During the two month period that included the Feb 5 and March
5 NIH deadlines, Grants.gov received over 80,000 applications. Their
previous high for any period was 32,000 applications. </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'>Estimates I’ve heard for submissions in response to
the ARRA number in the hundreds of thousands – these opportunities will see
applications from universities, state & local governments, tribal
authorities, and more. While “typical” grants.gov deadlines
have the UA competing for submission server time with other institutions of
higher education, upcoming deadlines will dramatically increase the type and
number of submissions on any given day. </span></font><o:p></o:p></p>
<p class=MsoNormal style='margin-left:.5in;text-indent:-.5in'><font size=3
face=Calibri><span style='font-size:12.0pt;font-family:Calibri'>The law that
put Grants.gov in effect (PL 106-107) has sunsetted. A replacement bill
that would continue the effort is stuck in Senate committee. </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'> </span></font><o:p></o:p></p>
<p class=MsoNormal><font size=3 face=Calibri><span style='font-size:12.0pt;
font-family:Calibri'>While there are a number of funding opportunities under
the ARRA that will use Grants.gov for submission, the biggest deadline in the
short-term is the NIH Challenge Grant deadline (April 27). For this and
all deadlines, the 3-day proposal deadline policy must be followed. We will
not guarantee that any proposal submitted after the 3-day deadline will be
submitted on time. </span></font><o:p></o:p></p>
