See below my notes from the Nov 29th SPBAC meeting. There are two attachments.

SPBAC Meeting Nov 29, 2023

  1.  Additional Clarifications on University Budgets as per questions submitted by SPBAC members.

     *   Further clarification of "Cash on Hand Metric" (Lisa Rulney; VP Financial Affairs and CFO) (See attached slides)
     *   Review of "All Funds" budgeting process (Garth Perry; VP/Chief Budget Officer) (See attached slides)
     *   Clarification of how college/division spending (surplus/deficit) is a function of revenues, expenses, and reserves.
  1.  Update to Net Tuition Revenue modeling related to merit aide (Kasey Urquidez; VP Enrollment Management)
     *   New Net Tuition Revenue modeling could reduce costs by up to $10M.
     *   Suggestions to reduce or eliminate other awards could save an addition $1M.
  2.  Discussion of pros and cons of strategic options presented at the previous meeting.
     *   President Robbins confirms that a decision on these specific options is not required for inclusion in the Dec 15 report to ABOR.
     *   SPBAC members asked questions about the range of options.
     *   Discussion to continue.
  3.  End of Meeting
     *   The co-chairs of SPBAC confirmed that committee members can share (outside the committee) the slides and financial information from the meeting.
