[Plsfaculty] Very Important Information FW: Budget Negotiation Requirements for Outgoing Subawards (Object Codes 3350 and 3340)

Hello All,

Please note the new requirement for establishing a subcontractor Budget on a
grant that you have been awarded.   Please ensure when you are discuss the
budgets with your co-PI's that Renee and I are copied on these emails as we
will have to submit this documentation to ORCA when the grant is awarded and
we have to establish the subcontract.

As noted in Victoria's email, if we do not have this information, the sub
award could be delayed by ORCA.

Please let me know if you have any questions regarding this very important
change in policy and procedures.

Subject: Budget Negotiation Requirements for Outgoing Subawards (Object
Codes 3350 and 3340)

In order to comply with Federal Acquisition Rule No. 12.209, Determination
of Price Reasonableness, and OMB A-110, Subpart C, Section .45, budget
negotiations and market research for each Subcontract under object codes
3350 and 3340 must be documented by the department responsible for
negotiating the budget.  

Documentation includes all working papers, correspondence/e-mails and
spreadsheets for preliminary, revised and final budgets.  This includes an
original subcontract budget, and any subsequent budget increases via
subcontract modification.  

The Office of Research and Contract Analysis will require this documentation
when issuing the Subcontract(s).  Subcontract(s) may be held until such time
as proper documentation is provided to the Office of Research and Contract
Analysis.

Beginning January 3, 2012, all new proposals submitted to Sponsored Projects
Services will receive a notification of this requirement.
