Hello All,
The final updates on the Open Skies Agreement are available on-line at the
website indicated in the email below. This impacts on all who travel within
and outside of the US for business purposes and purchase the airline ticket
on Federal funds.

Dear all,
Further updates about the Open Skies Agreements was uploaded to the SPS
Financial Compliance web site.

. Exceptions when using Open Skies Agreements:
- A U.S. flag carrier must be used when the transportation is
obtained or funded by the Secretary of Defense or the Secretary of a
military department.
- U.S. - Australia and U.S. - Switzerland Agreements: A U.S. flag
carrier must be used when the transportation is between points for which
there is a GSA Airline City Pair* Contract fare in effect. The City Pair
Contract fare is not available to grantees but the grantees are still
required to use the U.S. flag carrier service when a City Pair Contract fare
exists. City Pair Contract fare can be searched at

- U.S. - EU Agreement: EU carriers can be used when traveling between
any point in the U.S. and any point outside the U.S. even if there is a City
Pair Contract fare in effect. A U.S flag carrier is still required when the
travel is between two points outside of the U.S.
