Hello All,

Over the past few months, quite of a few of the staff in your laboratories
are writing and submitting grant proposals. Non-faculty employees applying
for grants has been addressed in the recent NSF Effort Report audit (not
based on anything in our Department but at the University in total)
regarding the paid effort on federal grants and subsequent job duties and
responsibilities.

If a member of your laboratory is writing a grant as a PI or Co-PI they
cannot be solely supported on current grant funds. Because the effort
reported for that grant does not allow work on projects not assigned to that
grant. Therefore, if someone in your laboratory wants to write a grant
then a small portion of their salary (1 to 2 percent) should be funded by
non-grant funds under your discretion. If you don't have any type of
non-grant funds at your discretion then under the effort reporting rules -
these individuals are not allowed to write grants.

The one exception to this rule would be if they are applying for a grant
that is sponsored by the same agency and program that they are currently
funded. In addition that this new grant proposal is the continuation of
the active grant they are working on and being paid from in your laboratory.
But, if the grant is to another agency or program - this exception does not
apply.

Please let me know if you have any questions regarding this matter.

Cheers

Donna-Rae
