[Plantsci] Phasing out the Phone Option in Duo.

UITS has announced it will slowly decommission the Duo telephone/call option when confirming online login attempts. This change will affect all logins that have a Duo prompt (WebAuth, Shib 2.0, other OAuth/SAML type logins). The goal is to save $70k/year in telephony related calls that are placed by the Duo robocaller.

Users will have to migrate to other MFA options

  *   Duo installed on a smartphone (works online and offline/airplane mode)
  *   Duo installed on a non-phone device such as a tablet or iPod touch (works online and offline/airplane mode)
  *   Ten codes via text message
  *   Ten codes printed from https://netid-plus.arizona.edu/
  *   Yubi Key

The telephone option will still be available for NetID+ Lifelines, which IMO will be a real necessity in case users misplace or damage their phone. UITS is going to reboot its NetID+ training docs to help users get accustomed to their MFA options, including configuring a Lifeline.

UITS plans to decommission the service in phases, based on University affiliation. All "staff" will lose the phone option on June 30.  Other groups (faculty, students) will occur sometime in the Fall.
