[IYRPsupportgroup] Comments needed: IRC 2025 draft Resolutions

Dear Maryam,

I suggest the following change under Resolution 4, ‘… recognise Indigenous and Traditional Peoples as the custodians…’. 

Several countries (especially in Africa) do not recognise pastoralists as Indigenous Peoples. In Brazil, on the other hand, about 4 million people in the Cerrado and Caatinga regions rely on pastoralism for their livelihoods (with or without crop farming, but not ranching), are not indigenous, and are almost invisible in the international literature on pastoralism. Nevertheless, they are recognised in Brazilian law as Traditional Peoples, referring to groups that have a culture that is different from the prevailing local culture and that maintain a way of life closely linked to the natural environment in which they live, using knowledge transmitted orally and in daily practice. 

My understanding is that they generally operate with extensive livestock keeping systems based on a high level of ecological integration — this includes managing climatic variability and even turning it into a resource, like the the Amazonian ribeirinhos who during the seasonal flooding of the river margins sustain their cattle on floating ‘grass islands’.

The term ‘traditional’ is also used in Indian law to describe pastoralist communities, e.g. as ’traditional knowledge holders, or ’traditional forest dwellers’.

If 'traditional peoples' could be added to Resolution 4, it would be a step forward to help these pastoralists communities to gain some visibility.
