Thanks Pius. I recall way back during the IGAD Heads of State Summit in
March 2014 when the summit ended and part of this one of the emphasis
stressed. It has certainly taken long negotiations and work from all
Governments. Most appreciation to the Technical Staff that have given their
time to getting this to this level.
