Very well written! I've added a few thoughts here and there - see attached.

It is too long, but I don't think we should shorten it. This is the first
time we are making the case to the IDFF and it needs to be substantive. But
we can add a half page "summary" or "abstract" at the beginning. In this,
we would distill the main message from each of the 5 sections into 1-2
sentences each.
