[IYRP General List] Fw: Large-scale renewable energy generation and pastoralism

Hello all,
There are a number of solar energy farms being established within Australia’s rangelands, and a small number of wind farms. There is likely to be increasing areas under solar, especially along the Tropic of Capricorn which provides very efficient energy yields. This is seen by most people to be a positive, including the pastoralists on the land.
In Australia, this is not a problem, as our land is privately owned (or under long-term leases from the government) and the pastoralist decides for themselves if they wish to enter into a commercial arrangement to establish the solar farm. There is a proposal for a very large renewables energy precinct to be established near Longreach in Queensland, which will incorporate glasshouse horticulture, fertiliser production and more. It is expected to generate 200-300 jobs for the local town, which only has a population of 1,400 people. It will be a major economic boost but with very few negative environmental impacts.
Is this issue really about the on-going marginalisation of pastoralists in countries where their rights to access land is weak? It seems that in many countries every other land use and industry has greater rights to access land than traditional pastoralism, and pastoralists are being increasingly marginalised.

Subject: [IYRP General List] Fw: Large-scale renewable energy generation and pastoralism
Hi Ann,
Hi All,
In reaction to the topic, I must simply say that “ There are no empty lands any more and there have never been”, and the areas presently used by pastoralists for livelihood are not enough any more as more space is needed to compensate for the regression in biomass production due to general climate change…
This issue of pastoralists and solar energy parks is interesting (wind mill energy does not pose any serious problem or serious conflict with pastoralists land use). Many thanks to Mayank Nomad from NAG-DNT, for the link he provided in relation to the subject in India. I agree and confirm the facts stated in the article. The same land issues are raised in other places of the world when mega solar energy projects are at stake. One other serious issue is be considered in these projects; they seem to have an incredible negative impact on air humidity and on natural water resources. This impact needs to be documented…
These projects, if not done in a participatory way, will end up in creatng more conflicts.
Cheers

Subject: [IYRP General List] Large-scale renewable energy generation and pastoralism
Dear all,
A member of Agrecol Association, Joerg Haas, has been working for years on issues of climate change and renewable energy. He is aware that “empty” land in the drylands that could be used to generate solar or wind power is often not empty at all and that such energy generation may impact negatively on pastoralists. He would like to know how big this problem is, and he is seeking ideas or examples of creative ways of ensuring that pastoralists can co-exist with large-scale renewable energy development and even benefit from it.
Do you know of reports, ideas or examples of:
a) cases of land grabbing in pastoral areas for generating renewable energy; and/or
b) examples of good practice of reconciling the interests of renewable energy generation and the interests of pastoralists?
If so, please share them with Joerg (mail at joerghaas.de<mailto:mail at joerghaas.de>) and me.
Looking forward to your responses,
Ann

Hi Ann,
many thanks - this is interesting.
I'd be interested to hear if you or others on this list have come across instances of land grabbing in semiarid lands for large scale solar farms?
Due to the massive cost decrease of photovoltaics, solar energy derived vom large scale solar farms in the dry tropics and subtropics is now among the cheapest sources of electricity. This is a good thing, given the climate emergency that we are facing.
But I worry what this means for the land rights of pastoralists in arid and semi-arid regions? Are they going to be pushed aside for the purpose of energy generation?
How could the interests of pastoralist and the interests of renewable energy generation to avoid climate breakdown be reconciled? Do best practices exist, code of conducts, etc.?
Best
