[Iyrp-gcg] Final version of 12 global themes

Dear GCG members
With many thanks to those who provided further comments, I am pleased to
attach here for your use, the final version of the 12 global themes.

This will be shared by Igshaan to the wider ISG, and we will arrange for
their translation into the usual languages.

Rest assured that the key messages will continue to be refined and worked
into specific forms of delivery and dissemination during the coming months.
