I think it should just be first clarified which pastoralist populations are
going to be accepted as "*indigenous pastoralist communitie*s" and which
not, so that colleagues do not dedicate a time to prepare this only to find
out after that their inputs are not taken into consideration because the
populations about which their reports talk about are not considered
"indigenous". I have to admit that I have problems with this growing
distinction that we are seeing between indigenous and not
(considered) indigenous peoples, particularly when we see that
distinctively categorized populations are suffering very similar problems
(e.g. pastoralists holding the status of indigenous and pastoralists not
holding it). And this seems particularly problematic when we see that this
provides a different (increased or diminished) support if a given group
does not reach to obtain the "indigenous" label. At the same time I can
very well understand the importance of the historical construction of this
label, category or identity, and the progress that allows its legal
implications. But still, before investing time in this reporting, it would
be good to know which pastoralist populations will be accepted to inform
this report and which not, so that colleagues can avoid working for nothing
maybe, in those cases where reports may not be taken into consideration. I
think that if we can provide clearer information on this, it would be
interesting for our different collectives I believe.
