Thanks for this alert. On that topic, you may be interested by the synthesis document attached. Published by FAO in september 2020, it summarizes the findings of a case study conducted by FAO-NSAG in Chad and Burkina Faso : Pastoralist youth in towns and cities. Supporting the economic and social integration of pastoralist youthChad and Burkina Faso. Three reports are available (in french)

Here copied, the key messages displayed:

The changes and constraints in the economy of the family pastoral economy are modifying the pathways to adult status for pastoralist youth in Chad and Burkina Faso. The study synthesized here focused on, on the one hand, the youth – men born in pastoral environments, who had migrated into towns and cities (Ndjamena, Dourbali, Ouagadougou, Bobo Dioulasso), identified in their migratory network, as witnesses and actors of those changes; on the other hand, stakeholders from public or community institutions concerned by these issues.

THE ACCESS TO ADULT STATUS FOR MIGRANT PASTORALIST YOUTH SOMETIMES NEEDS MOBILITY...
1. In very diverse cases, the youth do not aspire en masse to leave the pastoralist
way of life; but their access to adult status no longer involves only livestock
farming and the transfer of livestock-related rights.
2. For the youth, the challenge of migration relates to the need for room for
manoeuvre, with a view to acquire autonomy outside their household’s herd;
nonetheless, contributing to securing the family economy remains a condition,
for them, for being recognized as adults.
3. In both Chad and Burkina Faso, the security context (violent armed groups,
repressive pushback from the state) jeopardizes youth mobility and therefore
also the pathways to social, economic and political integration of a whole generation.

…AND THE EXPERIENCE OF TOWNS AND CITIES

4. Between camps and towns and cities, new connections appear relating to the
animal trade and formal and Koranic schooling.
5. In towns and cities, community associations help build a sense of belonging;
the migrant youth experience new relationships with other ethnic groups.
6. Urban anchoring and pastoral mobility do not necessarily conflict at the level
of families and communities. Migrant youth play a new and recognized role
within families relying on diversified and multi-localized activities, through
cash transfers, exchange of information on resources and rights, or by hosting
family members.
7. Young people’s trajectories underline the need for pastoral families 1) to combine
pastoral mobility and territorial anchoring and 2) to be able to exercise
their citizenship
8. Under these conditions, the urban migrations of the youth are factors of social
change in pastoralist environments.

URBAN MIGRATION OF THE YOUTH IS POORLY UNDERSTOOD BY
PUBLIC AUTHORITIES
9. While politicians fear the marginality and delinquency of young migrants, the
professional organizations point out the issue of the workforce renewal; for the
families, youth migration is a «normal» fact. Where it was once temporary, it
now presents evolving challenges.
10. The difficulty in setting up both public debate and action is due to: the lack
of data; weak cross-sector coordination; the focus of the political agenda on
employment, migration and security, to the detriment of rural transformations
and the role of rural-urban links.
11. The political solutions frequently envisaged for «managing youth migration»
are out of step with reality, whether they are aimed at keeping young people in
the camps or «sedentarizing» pastoralism.

In his Taglines and Messages suggestions,  Mounir raised the following key issue:



“We are witnessing a flee of the youth to cities and migrating north. If they do not find their interest in this field through use of technology such as ICT, pastoralism can be in at risk. So may be we should add another bullet targeting the youth”



>From what I know, the phenomenon of the youth migrating from rural areas (farming/ranching-equivalent activities) to the cities probably is a generalized issue among pastoralists worldwide (I´ve seen it in the high Norwegian artic and it is also well documented for North America).



Does anyone have ideas of a text so that we can turn Mounir´s comment into a message?



Here is a strawman:



As a way to secure the generational relay, cultural values need to be acknowledged and reinforced, appropriate training activities must be supported, and decent incomes ensured in recognition of the contribution to societal well-being of pastoral activities worldwide.

It will be the core of the messages we will send out in the social media campaign late August/September to governments and we need to make sure that there are no red flags that would turn them off. Thanks so much for all your great efforts at capturing everyone's comments and reconciling them in a few cases. I think we are getting very close to a good consensus.



In the attached, I have :



a) reduced some of the messages so as to be less than 280 characters, which sometimes required splitting a message into two,

b) made sure that some of the good buzz words offered by reviewers that also resonate in UNGA are in, such as 'future generations' , 'harmonious with nature', and giving more prominence to 'circular economy' which you had already included

c) bringing back one key message I had suggested before because it brings back issues that appear in the 12-monthly themes (over-exploitation of endangered species, wildlife trafficking, mining, etc.). These are also buzz words that resonate with CBD and UNGA.

As per our discussion this morning at the IYRP Global Communications Team, I would like to share with you an overview of the ongoing review process related to the Taglines and messages:



  1.  We thought it would be convenient to extend the review period until next Wednesday, July 14.
  2.  Once we receive and integrate this third round of comments and feedback, we will seek to translate the new integrated version into the other official UN languages (Arabic, Chinese, French, Russian and Spanish). This shall allow you to share the Taglines with non-English speaking members of your regions to obtain further feedback so that we can ensure that we are truly reflecting a shared understanding of the key messages.
  3.  We will entirely rely upon your help to obtain, integrate and send us your regional feedback.

As we approach UNGA we are preparing the branding guidelines for our IYRP with key global Taglines and Messages that seek to capture the common denominators for all of our regions.



Please find herewith attached the latest draft document (a page and a half) with the text aptly led by Engin Yilmaz. As per the Global RISG meeting held last Friday, I was appointed as chief editor for reaching a document that we can all comfortably use in our international communications.



I would therefore much appreciate if you would please review the attached document (with track changes, please) so that we can reach –in its essence– five or six key messages that could represent us all.



So here are the boundaries of our playing field:

1. The five taglines and messages already represent key essential elements, your refinement will be much welcomed;

2. Please don’t hesitate to send us one more Tagline & message in case you think it is utterly essential for your region; and

3. Please keep in mind that the total number of characters is 280 (equivalent to three lines).



The deadline for submitting your input is next Monday, July 5th, this shall give us time to edit, send you back an integrated version for your final feedback to be ready by Friday, July 9th.
